Job Description

Roles & Responsibilities

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Office (Field Coordination), the National Liason Officer (NLO) supports IOM s engagement and coordination with government counterparts in the Kurdistan Region of Iraq (KRI).

The position primarily serves as a liaison and access facilitation role, supporting communication, coordination and relationship-building with the Kurdistan Regional Government (KRG), regional authorities and relevant technical departments. The incumbent contributes to strengthening IOM s relationships with government counterparts, facilitating dialogue and engagement that support the organization s mandate and programme delivery in the KRI.

Support liaison and coordination with KRG authorities, regional line ministries and technical counterparts in the KRI, facilitating information exchange and follow-up on operational matters related to IOM activities.

  • Maintain working-level relationships with relevant government counterparts to facilitate access, coordination and communication in support of programme implementation.
  • Identify appropriate government focal points and provide background information to support senior management engagement, as requested.
  • Facilitate administrative processes, approvals and coordination requirements in the KRI, supporting programme teams and field offices in resolving routine operational matters.
  • Support field coordination within the KRI by contributing to information sharing between field teams, programme units and enabling functions.
  • Collect and compile contextual and operational information related to developments in the KRI and provide inputs to periodic internal updates.
  • Assist programme teams in liaising with government counterparts to address implementation-related challenges and ensure timely follow-up on agreed actions.
  • Participate in stakeholder mapping and coordination efforts related to programme implementation in the KRI.
  • Draft meeting minutes, briefing notes and summaries related to coordination meetings and field activities, as requested.
  • Provide logistical and coordination support for official visits and meetings involving government counterparts in the KRI.
  • Maintain working-level contact with relevant stakeholders operating in the KRI, as delegated.
  • Perform other duties as assigned.

Desired Candidate Profile

Education

  • University degree in Political Science, International Relations, Development Studies, Social Sciences, Public Administration or a related field from an accredited academic institution, with at least twp years of relevant professional experience; or
  • Master s degree in the above-mentioned fields.

Experience

  • Experience working with government counterparts, UN agencies or NGOs, preferably at sub-national or regional level;
  • Familiarity with IOM programmes, operational structures and field coordination mechanisms is an advantage;
  • Experience in drafting reports, briefs and coordination notes;
  • Experience working in the Kurdistan Region of Iraq is a strong asset.

Skills

  • Strong coordination, liaison and interpersonal skills;
  • Ability to analyze contextual and operational information and present it clearly;
  • Good organizational and communication skills;
  • Proficiency in standard office software (Word, Excel, PowerPoint);
  • Ability to work effectively in a multicultural and multi-stakeholder environment.

Languages

For this position, fluency in English, Kurdish and Arabic is required (oral and written)
