Job Description

Roles & Responsibilities

Under general guidance of Chief of Mission, under the overall supervision of the head of the Programme Support Unit (PSU) and direct supervision of the Programme Support Officer - and in close collaboration with thematic programme units the National Programme Support Officer will contribute to the Country Office (CO) s resource mobilisation, project development, donor reporting, external liaison, and internal coordination functions. The role supports IOM Iraq in addressing

II. Core Functions / Responsibilities

1. Project Development & Resource Mobilisation

  • Assist in developing new project ideas, concept notes and sections of proposals in alignment to IOM s Project Handbook and aligned with donor interests, global/regional/country strategies, and the CO s evolving priorities.
  • Support the review of funding requirements, identify programmatic needs and gaps, and contribute to strategic planning using the Strategic Results Framework (SRF).
  • Draft donor profiles, guidance notes, and analyses of donor priorities to support diversification of IOM s funding base.
  • Assist in researching funding opportunities, reviewing calls for proposals, and staying abreast of funding trends.
  • Support fundraising actions, including coordinating donor meetings, field visits, and thematic briefings.

2. Donor Reporting & Compliance

  • Assist in preparing high-quality donor reports consistent with donor-specific requirements, internal guidelines, and IOM standards.
  • Support the coordination of the PRIMA endorsement process for concept notes, project proposals, and donor reports in coordination with relevant CO and RO units.
  • Ensure alignment of reporting and project compliance with IOM global frameworks, donor agreements, institutional priorities, and standardized indicators (SRF).

3. Liaison, Coordination & Representation

  • Support effective working relationships with donors, government authorities, diplomatic missions, UN partners, and other stakeholders, including participating in external meetings and field visits.
  • Coordinate with thematic units to collect inputs, consolidate information, and facilitate cross-unit collaboration on project development and reporting.
  • Assist in preparing visibility materials, donor briefs, and coordination notes; contribute to organizing donor and partner events.

4. Knowledge Management & Record-Keeping

  • Maintain updated records of all project development, donor reporting, and fundraising documentation in PRIMA and other IOM systems.
  • Develop SOPs specific to donor engagement and internal procedures related to project development, reporting, fundraising or donor visits, as needed.
  • Ensure proper filing of communications, correspondence, and institutional reporting materials.
  • Contribute to knowledge-sharing systems and foster information exchange across units.

5. Perform other duties as may be assigned.

Desired Candidate Profile

span>EDUCATION/span>

  • Master s degree in International Relations, International Development, Political/Social Sciences, Migration Studies, Law, or related fields from an accredited academic institution; or
  • University degree with minimum two (2) years of relevant professional experience.

span>EXPERIENCE/span>

  • span>Experience in project development, results-based management, reporting, coordination and technical writing in an international development or humanitarian context.
  • Experience in donor relations, grant management, and preparation of high-quality proposals and reports.
  • Experience working with diverse stakeholders and multicultural teams.
  • Strong knowledge of MS Office (including Excel for data analysis and presentations).
  • span>Experience with PRIMA and other IOM systems is an advantage.
u>Skills/u>
  • Excellent written and oral communication skills in English; proficiency in Arabic and Kurdish required.
  • Strong organizational, relational and coordination abilities.
  • High ability of detail-oriented working.
  • Ability to analyse information, develop coherent narratives, and deliver high-quality outputs under tight deadlines.
  • span>High degree of professionalism, discretion, initiative, and judgment.
u>Languages /u>
  • p>For this position, fluency in English, Arabic, and Kurdish is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
