Position Overview
The NOC Engineer will support the Right of Way Department at RTA by preparing, reviewing, and issuing No Objection Certificates (NOCs) for infrastructure and service projects. The role ensures compliance with regulations, supports planning initiatives, and coordinates with stakeholders to streamline project approvals.

What You ll Do

* Assist managers and chief engineers in drafting policies and regulations for NOC issuance.
* Participate in workshops addressing NOC-related issues.
* Review, study, and issue NOCs for infrastructure and service projects in coordination with supervisors.
* Contribute to updating five-year road project plans in alignment with Dubai s service authority strategies.
* Manage and coordinate service distribution according to standards, programs, and best practices.
* Handle complaints from RTA units or external stakeholders, escalating key issues with recommendations.
* Support problem resolution for utility and service distribution.
* Implement RTA policies, directives, and procedures related to infrastructure NOCs.
* Monitor daily NOC activities across projects submitted by agencies and departments.
* Facilitate communication between consultants, contractors, RTA units, and service providers to obtain NOCs efficiently.

Ideal Profile

* Bachelor s degree or Higher Diploma in Civil Engineering or a related field from a recognized institution.
* Minimum of 5 years experience in civil engineering or infrastructure projects.
* Strong knowledge of infrastructure planning, utility coordination, and regulatory frameworks.
* Excellent communication and stakeholder management skills.
* Ability to analyze, resolve issues, and recommend improvements in NOC processes.
