Job Description

Roles & Responsibilities

Missions/Main Duties

  • Lead the design, specification, procurement, installation, and integration of Operations Control Centre systems (SCADA, signalling, communication, train control, and security systems).
  • Advise on OCC operational concepts, staffing structures, interfaces, workflow layouts, and procedures.
  • Oversee the development and validation of OCC functional and operational requirements.
  • Liaise with high-speed rail operators, technology suppliers, and regulatory bodies to coordinate OCC-related activities.
  • Support the development and implementation of OCC training programs for operators and controllers.
  • Ensure compliance with local UAE legislation, safety, and security standards.
  • Provide technical input and advice during system integration, testing, and commissioning phases.
  • Participate in hazards identification, risk assessment, and mitigation processes related to OCC.
  • Prepare and deliver reports, presentations, and technical documents for management and clients.
  • Support change management and handover activities to client/operator teams.

Profile/Skills

Desired Candidate Profile

Education: Bachelor s or Master s Degree in Engineering (Railway, Electrical, Electronic, or related field).

Background:

  • Minimum 15 years of experience in OCC design, implementation, or management for railways, preferably high-speed rail.
  • Proven track record on international railway projects, ideally in the GCC or UAE context.
  • Strong understanding of OCC technologies (SCADA, signalling, telecommunications, video surveillance, passenger information, etc.).
  • Familiarity with relevant international and regional rail standards and best practices.
  • Project management experience in large-scale transportation infrastructure projects.
  • Excellent verbal and written communication skills in English.
  • Strong stakeholder management and consultancy skills.
  • Chartered Engineer status or equivalent professional certification.
  • Experience with systems integration and operational readiness processes.
  • Understanding of cyber-security as it relates to rail systems.
  • Experience in training and knowledge transfer.
