Job Description
Roles & Responsibilities
As the Offer Manager, he/she participates in the preparation of the offer and provides support and contribution to the negotiation of the offer with the client, and in this capacity must:
- Lead a cross-functional team to deliver the proposal. Ensure that the proposal's commitments are met (customer satisfaction/performance) and that it aligns with the company's objectives and strategy.
- Define the initial project framework based on a solution that considers client requirements, strategy, and applicable rules within the entity.
- Initiate the solution's direction and organize the planning for the future project. Develop and validate the offer based on stakeholder engagement, managing the risks and opportunities of the future project.
- Participate in negotiating the offer with the client.
- To be responsible for the smooth transition from the offer to the project and to participate in the preparation, organization and validation of the project launch.
- Lead the closing of the offer by capitalizing on and sharing the experience gained.
As Project Manager, you must:
- Ensure a smooth transition from the offer to the project and participate in the preparation, organization, and validation of the project launch.
- Establish and update the Project's origin references in collaboration with the Bid Manager.
- Establish and update the execution references (project structure, description of work package sheets, contractual data for partners and suppliers, project plans, financial structure, budget and costs, schedule).
- Establish and update supporting documentation (provisions for risks, strategy, profitability). Initiate the project: identify key project stakeholders, assemble the project team, implement structuring activities, start project management activities, identify and allocate project input requirements.
- Managing the financial aspects of the acquisition strategy: Make or Buy strategy, consulting and negotiating with suppliers, contracting, executing and closing the contract.
- Conduct the project launch review by involving all stakeholders: project team composition, Project Management Plan and associated documents (WBS, OBS, schedule, budget allocations), industrial scenario, project charter, team charter. Implement, manage and control the project: Launch the work packages.
- Manage the project and ensure that stakeholders meet their commitments, while controlling risks and opportunities. Maintain control over requirements, deadlines, and financial aspects throughout the project's duration.
- To be responsible for the quality of the project and the overall satisfaction of the client and stakeholders.
- Managing legal and contractual obligations and handling litigation.
- Conduct project reporting meetings and phase reviews
- Manage the project closure by capitalizing on and sharing the experience gained.

Professional knowledge and experience:
- Experience of at least 3 to 5 years in managing bids and/or projects, managing Lots in the public and/or private, civil and/or military sectors.
- Knowledge of strategy, markets, competitors, customers, their needs and their decision-making processes.
- Good negotiation skills
- Fluent in English. Responsible for the interface between the Design Office and Production.
Desired Candidate Profile
Experience of at least 3 to 5 years in managing bids and/or projects, managing Lots in the public and/or private, civil and/or military sectors.
Knowledge of strategy, markets, competitors, customers, their needs and their decision-making processes.
Good negotiation skills
Proficiency in English.
