Roles & Responsibilities

We have a temporary outsourced contract role for 6-12 months
Officer – Operations & Vendor Management

This function is to support the Senior Procurement Manager/Associate Director by overseeing and coordinating the operational procurement processes and vendor management activities to ensure efficiency, compliance, and alignment with departmental objectives. The role acts as a key liaison between procurement teams, internal stakeholders, and external suppliers, ensuring timely execution of procurement transactions, contract administration, and supplier performance monitoring.


Proficiency in Oracle SCM Cloud: Demonstrated hands-on experience with Oracle Supply Chain Management modules, particularly in Supplier Onboarding, Supplier Qualification, and the full PR-PO (Purchase Requisition to Purchase Order) process. Operational workflows, standardizing procurement processes, and improving data accuracy and reporting across all purchasing activities.


Ability to manage end-to-end supplier registration, onboarding, and qualification workflows within Oracle SCM.
Experience in configuring and maintaining supplier qualification questionnaires, scoring models, and compliance documentation in Oracle Supplier Qualification Management (SQM).

Proficient in executing and monitoring the complete PR-PO cycle within Oracle eProcurement, including requisition creation, approval workflows, purchase order issuance, and supplier collaboration.

Strong command of Oracle eProcurement and Supplier Portal functionalities to ensure accurate supplier data capture, compliance verification, and seamless integration with procurement operations.

Proven track record of supporting digital transformation initiatives and process optimization using Oracle SCM tools

Vendor registration, Vendor Management in Oracle Fusion Cloud, hands -on experience in category management.

Desired Candidate Profile

Degree educated with at least 4-6 years of experience and must be residing/working in the UAE currently.

Experience in a procurement or commercial department, and preferably within Property/Construction.

Procurement experience in all procurement categories

Experience in procurement duties, preparing correspondence, drafting changes to agreements (variation) management.

Experience within property, general procurement and construction.

Experience in construction cost analysis is a plus.

Work experience at a government or semi-government entity is an advantage.

Procurement, E sourcing systems exposure.

Good understanding and use of IT packages e.g. spreadsheets, databases, Word

Excellent communication skills in English.
