Job Description

Roles & Responsibilities

Under the overall supervision of the Head of Office and the Assistance Programme Coordinator, the guidance of the Project Officer (NFIs and Distribution), and the direct supervision of the Associate Project officer. The Operational Team Lead Consultant will provide support to the implementation of the NFI unit's activities.

Tasks to be performed under this contract

  • Plan and oversee the full NFI distribution cycle (targeting/verification, beneficiary communication, site set-up, crowd management, distribution, and post-distribution monitoring), ensuring quality service and compliance with eligibility criteria and distribution schedules.
  • Support distribution staff to ensure compliance with SOPs, organizational policies, and Do-No-Harm principles.
  • Identify gaps and organize training sessions for staff and volunteers on relevant topics, such as AAP, protection principles, GBV, PSEA, data protection, and Do-NO-Harm Principles.

  • Regularly reconcile planned and actual distributions (items/households served), investigate variances, ensure distribution paperwork is completed on time, and support warehouse stock reconciliation.
  • Prepare and submit distribution plans and reports on time, covering progress vs targets, key issues, AAP/CFM trends, and corrective actions, in line with programme requirements.
  • Follow up on distribution action points (pending cases, referrals, replacements, incident follow-ups, lessons learned) to ensure timely closure and proper documentation.
  • Contribute to planning and conducting hygiene promotion and IYCF outreach with the field teams and ensure they prepare and submit field reports in a timely manner.

  • Act as the focal point for operational coordination for NFI distributions with internal units (M&E, SMS, Protection) and other stakeholders (CRMs, partners), and deconfliction.

  • Represent the unit in cross-unit and stakeholders' meetings and sessions as required to ensure integrated service delivery.

  • Ensure clear, accessible beneficiary communication before and during distributions (who/what/when/where/how, required documents, entitlements) using appropriate channels and languages, including for persons with disabilities and other at-risk groups.
  • Oversee the Complaints and Feedback Mechanism (CFM) during distributions, ensuring safe intake, timely responses, and escalation via established referral/reporting pathways.
  • Perform other similar duties that may be assigned.

Desired Candidate Profile

  • Secondary education is required, with a minimum of six (6) years of relevant professional experience.

OR

  • Bachelor s degree in development studies, Supply Chain, Sociology, Political Science, Public Administration, Management, Education, or a related field from an accredited academic institution with at least four (4) years of relevant professional experience.

Experience

  • Experience/knowledge and skills in NFIs distribution, CFM, BCC and community participation in a camp context.

  • Professional experience in camp coordination and stakeholder engagement.

  • Prior experience working in camps with migrants, refugees, and IDPs.
  • Preferably prior experience working with a United Nations agency and INGOs in a camp and emergency context.
  • Knowledge of working with migrants, refugees, or IDPs.

Skills

  • Strong organizational, facilitation, communication, writing, and presentation skills.

  • Ability to draft clearly and concisely reports.

  • Mentorship skills

  • Good knowledge of Word, Excel, and the Internet.

  • Strong work ethic and commitment to humanitarian principles.

  • Ability to work under time constraints and deadlines in challenging settings.

  • Capacity to work effectively and harmoniously with colleagues from various cultures and professional backgrounds.

Languages

  • Fluency in English is required.
  • Fluency in Dari and/or Pashto is an advantage.

Project Context and Scope

Under the Assistance Programme, IOM has provided essential and lifesaving humanitarian support to Afghan guests at Camp As Saliyah in Doha, Qatar for almost five years.
The NFI Unit provides Non-Food Items and Supplementary Food Items for children and adults as determined for nutritional and medical reasons. The unit also conducts hygiene promotion sessions for guests, focusing on personal, menstrual, and child hygiene, as well as environmental cleanliness.
