Roles & Responsibilities

Parsons are seeking an experienced and results-driven Package Manager (Roads) to lead and manage all roadworks activities within a major airport development program. The successful candidate will oversee the planning, design coordination, construction execution, and delivery of road infrastructure packages, ensuring compliance with project objectives, safety standards, quality requirements, and schedule commitments.

The ideal candidate will have a minimum of 15 years of experience managing large-scale roads and infrastructure projects, including significant experience within airport, aviation, or mega infrastructure developments. The Package Manager will play a critical role in coordinating multidisciplinary teams, contractors, consultants, and stakeholders to ensure successful package delivery.

What You'll Be Doing;

  • Lead the end-to-end delivery of road infrastructure packages including highways, access roads, internal roads, utilities corridors, and associated civil works.
  • Manage all package activities from design coordination through construction, testing, commissioning, and handover.
  • Ensure package delivery aligns with project scope, schedule, budget, quality, and safety objectives.
  • Monitor package performance and implement corrective actions to address delays, risks, or technical issues.
  • Oversee day-to-day construction activities related to roads and civil infrastructure works.
  • Ensure construction activities comply with approved drawings, specifications, standards, and contract requirements.
  • Coordinate site activities to minimize disruption to ongoing airport operations and adjacent works.
  • Review contractor methodologies, construction sequences, resource plans, and recovery schedules.
  • Ensure compliance with HSE policies, procedures, and regulatory requirements.
  • Coordinate closely with design consultants and engineering teams to ensure constructability and timely resolution of technical issues.
  • Review and manage design changes, RFIs, technical submittals, shop drawings, and material approvals.
  • Ensure integration of roads infrastructure with utilities, drainage, landscaping, airside, and landside systems.
  • Support value engineering initiatives and optimization opportunities.
  • Support commercial and contracts teams in managing variations, claims, change orders, and contractual matters.
  • Review contractor progress, invoices, and payment applications.
  • Monitor package budgets and cost performance to ensure financial control.
  • Ensure contractual obligations and deliverables are achieved.
  • Coordinate with airport authorities, government agencies, utility providers, contractors, consultants, and project stakeholders.
  • Facilitate coordination meetings and ensure alignment across multidisciplinary interfaces.
  • Resolve project issues proactively to maintain smooth project execution.
  • Maintain effective communication with senior management and stakeholders regarding package status and risks.
  • Ensure all roadworks are delivered in accordance with applicable codes, standards, and quality requirements.
  • Monitor inspections, testing activities, and quality audits.
  • Ensure timely closeout of NCRs, observations, and corrective actions.
  • Support project handover activities and final acceptance processes.
  • Prepare and review package progress reports, dashboards, KPIs, and performance metrics.
  • Track schedule progress, construction productivity, risk items, and mitigation plans.
  • Provide accurate and timely reporting to project leadership.
  • Support project controls activities related to planning, cost, and risk management.

What Required Skills You'll Bring;

  • Bachelor s degree in Civil Engineering, Construction Management, or a related field.
  • Minimum 15 years of experience in roads and infrastructure project delivery.
  • Strong experience managing major roads packages within airport, aviation, or large-scale infrastructure projects.
  • Proven experience overseeing contractors and multidisciplinary teams on complex construction programs.
  • Experience in both design coordination and construction management.
  • Strong knowledge of road construction methodologies, pavement systems, drainage, utilities coordination, and traffic management.
  • Excellent leadership, organizational, and problem-solving skills.
  • Strong understanding of project lifecycle management, construction sequencing, and stakeholder coordination.
  • Knowledge of contract administration and commercial management principles.
  • Excellent communication and stakeholder management capabilities.
  • Ability to manage multiple interfaces in fast-paced project environments.
  • Proficiency in project management and reporting tools.

Professional certifications such as PMP or equivalent.

  • Experience working on airport access roads, airside/landside infrastructure, or transportation mega-projects.
  • Knowledge of international construction standards and best practices.
  • Experience with FIDIC contract conditions.
  • Strong commercial awareness and risk management capability.
  • Ability to lead multicultural and multidisciplinary teams effectively.
