Roles & Responsibilities
PERMIT ENGINEER
1.1 Job Scope Summary
To establish, implement, and manage an effective Permit-to-Work (PTW) system, including setting up the Permit Office, ensuring safe execution of all activities in compliance with HSE standards, while supporting shift operations including CRO coverage when required.
Work Authority:
Authorized to issue, suspend, and cancel Permit-to-Work (PTW) activities in the plant.
Authority to verify and approve isolations (LOTO), risk assessments, and method statements before work starts.
Authorized to ensure mandatory gas testing (GS testing) is conducted before issuing special permits
Stop unsafe work
Reject or suspend permits
Desired Candidate Profile
1.2 Job Responsibilities
A. PTW System Implementation & Permit Office Setup
Develop, implement, and manage the PTW system across the plant
Establish and set up a fully functional Permit Office
Maintain permit registers, tracking systems, and display boards
Define permit types and roles (Issuer, Receiver, Approver)
Ensure compliance with HSE requirements
B. Isolation & LOTO Control
Implement and manage LOTO system
Verify mechanical, electrical, process isolation & confirm zero energy state.
Maintain isolation records
C. HSE Compliance & Risk Control
Ensure all work has RA, MS, and JSA
Conduct audits and site inspections
Ensure compliance with HSE
Participate in incident investigations
D. Gas Testing & Safety Monitoring
Perform gas testing for confined space and hot work
Use multi-gas detectors (O2, CO, H2S, LEL, Ammonia)
Ensure calibration of equipment
Interpret readings before permit approval
E. Coordination with Operations & Maintenance
Coordinate between operations, maintenance, and contractors
Communicate plant and isolation status
Support shutdown activities
F. Support to Shift Operations (CRO Coverage)
Support CROs during shift when required
Assist in monitoring and basic DCS operations
Ensure PTW aligns with plant conditions
G. Monitoring & Reporting
Track PTW compliance
Maintain records of permits, isolations, and gas tests
Recommend improvements
Submit daily permit status reports before end of working day.
H. Training & Competency
Train staff on PTW, LOTO, and gas testing
Conduct competency assessments
Train nominated competent persons & authorize persons for safe system of works & isolations.
1.3 Educational/Professional Qualifications/Training Certifications
Engineering degree (Chemical / Mechanical / Electrical/Power)
1.4 Job experience, Software Competencies & Technical Knowledge
5–10 years experience in WtE / Power / Oil & Gas
Knowledge of PTW System, LOTO, gas testing
DCS exposure, HSE systems

Adaptability – Supports shift operations and responds to changing plant conditions
