Roles & Responsibilities

Role Summary

Parsons is seeking a Permitting Coordinator to support mega-infrastructure and land development projects in the Tabuk/NEOM region. This role is responsible for securing critical regulatory approvals, No Objection Certificates (NOCs), and Land Use Permits (LUPs) to ensure project continuity. The successful candidate will navigate complex multi-authority environments, leveraging GIS conflict analysis and structured interface management to mitigate risks and maintain project baselines.

Responsibilities

  • Regulatory & NOC Management: Coordinate the end-to-end process for obtaining infrastructure permits and NOCs across all project phases (concept through construction).
  • Land Use & Allocation: Prepare and process Land Use Permit (LUP) and Land Allocation Request (LAR) applications in accordance with NEOM and regional authority procedures.
  • Stakeholder Engagement: Act as a primary point of contact for government entities, service providers, and internal stakeholders to resolve constraints and expedite approvals.
  • Conflict Analysis: Utilize GIS-based tools to perform conflict analysis, identifying spatial or schedule-based overlaps with existing, temporary, or permanent assets.
  • Interface Management: Manage project interfaces using Interface Control Forms (ICFs) to define responsibilities and track actions across multiple contractors and disciplines.
  • Reporting & Compliance: Maintain and update Permit Logs and Trackers on a weekly basis. Prepare technical presentations and verified permit packages for senior management endorsement.
  • Meeting Facilitation: Lead weekly/monthly permitting meetings, prepare agendas, and document minutes to ensure alignment between the Client and stakeholders.
  • Quality Assurance: Review permit packages for compliance with authority requirements and project quality standards to minimize non-conformance.

Qualifications

  • Experience: 10 15+ years of experience in permitting, regulatory affairs, or civil engineering, with a strong emphasis on Saudi Arabian mega-projects (e.g., NEOM, Diriyah Gate, or ARAMCO-compliant projects).
  • Technical Skills:
    • Proficiency in GIS-based conflict analysis.
    • Expertise in managing NOC processes for dry/wet utilities, roads, tunnels, and bridges.
    • Familiarity with Land Use Permit (LUP) procedures.
  • Soft Skills: Strong analytical, presentation, and negotiation skills. Ability to brief senior leadership and manage multi-national teams.
  • Language: Fluency in English (required) and Arabic (highly preferred).

Preferred Requirements

  • Proven track record of delivering permits ahead of schedule to prevent project delays.
  • Experience in PMC or Consultant roles on large-scale land development or infrastructure projects.
  • Knowledge of Saudi Aramco standards and QC civil engineering practices.

Desired Candidate Profile

Education: Bachelor s degree in Civil Engineering or a related technical field.

Certification: PMP certification is highly preferred. Six Sigma Green Belt or professional registration (e.g., Saudi Council of Engineers) is an advantage.
