Roles & Responsibilities

1) Job Description: Planning Manager Villas & Multistory Building Projects

Reports to: Senior Management /GM

Role Summary:

The Planning Manager is responsible for orchestrating the complete life cycle of residential and commercial building projects from bidding and contracting to budgeting, execution, and reporting. This role demands strategic foresight, technical precision, and cross-functional coordination to ensure timely, cost-effective, and quality-driven project delivery. Work Location will be Umm Al Quwain, UAE

Key Responsibilities:

Tendering & Contracting:

  • Lead the end-to-end bidding process for villa and multistory building projects, including tender documentation, scope definition, and bid evaluation.
  • Conduct contract negotiations with clients, consultants, and subcontractors, ensuring alignment with company objectives.
  • Oversee surveying and site feasibility studies to inform accurate planning and costing.
  • Manage contract finalisation and signing, ensuring legal and operational compliance.

Costing, Pricing & Budget Control:

  • Prepare detailed cost estimates, pricing strategies, and bill of materials tailored to project typology (villas vs. multistory).
  • Collaborate with the Cost Controller to monitor expenditures and ensure adherence to approved budgets.
  • Develop and maintain project budgets, identifying cost-saving opportunities and risk contingencies.

Material & Resource Planning:

  • Forecast material requirements based on structural and architectural specifications.
  • Coordinate with procurement and suppliers to ensure timely delivery and quality compliance.
  • Optimize resource allocation across multiple sites to avoid delays and wastage.

Execution Coordination:

  • Set target completion milestones in collaboration with site engineers and operations teams.
  • Monitor progress and adjust plans to mitigate delays, cost overruns, or scope changes.
  • Provide guidance and performance benchmarks to site teams to ensure alignment with

Reporting & Compliance:

  • Generate progress reports, cost variance analyses, and completion forecasts for senior management.
  • Ensure strict adherence to QA/QC protocols, safety standards, and regulatory requirements.
  • Support internal audits and client inspections with accurate documentation and compliance records.

Required Skills & Competencies:

  • Proficiency in Primavera P6, MS Project, and advanced Excel modeling.
  • Strong understanding of construction contracts, UAE building regulations.
  • Expertise in cost control, risk management, and strategic planning.
  • Familiarity with QA/QC procedures, ISO standards, and site safety protocols.
  • Excellent leadership, negotiation, and cross-functional communication skills.

Qualifications:

  • Bachelors degree in Civil Engineering, Construction Management, or related field.
  • Minimum 15 years of experience in planning roles for villa and multistory building projects.
  • PMP or equivalent certification preferred.
