Roles & Responsibilities
Role Overview
- The Plant Manager will be responsible for the overall leadership, operation, and maintenance of a 1,980 MW CCGT Power Plant (Qassim 2). This role ensures operational readiness, compliance, staff management, and performance reporting under a 25-year Power Purchase Agreement (PPA) with SPPC, reporting directly to the O&M Board.
- Need to have experience in CCGT Power plant, IPP, PPP and SPCC.
Key Duties & Responsibilities
- Provide design review, construction, and commissioning period support to the Owner.
- Ensure operational readiness prior to take over from Owner/EPC.
- Mobilize, train, and support the O&M staff effectively.
- Establish plant policies, procedures, and implement CMMS.
- Obtain all required consents, permits, approvals, and licenses.
- Identify, evaluate, and select suppliers; manage procurement and inventory of materials and supplies.
- Lead and oversee all operations and maintenance of the power plant in adherence to HSE standards and O&M Agreement.
- Develop and manage annual and long-term operating plans ensuring reliability, profitability, and operational efficiency.
- Prepare budgets, analyze monthly O&M revenues and expenses, and recommend mitigation strategies.
- Ensure compliance with accounting principles; maintain proper books and records per legal requirements.
- Effectively schedule and prioritize operational and maintenance tasks.
- Maintain a safe and compliant working environment.
- Oversee risk management, contracts, and compliance management.
- Exercise proper delegation of authority within the organization.
- Identify opportunities to enhance revenues and profit margins.
- Provide timely and accurate monthly and annual reports covering plant performance, incidents, failures, and overall O&M activities.
- Report to the Board/Owner accurately and maintain regular communication.
- Develop and nurture strong relationships with key stakeholders including lenders, contract counterparties, insurers, partners, suppliers, OEMs, and regulatory/government authorities.
- Establish and maintain positive community relations.
Desired Candidate Profile
Qualifications & Experience
- Bachelor’s Degree, preferably in Mechanical or Electrical Engineering (or equivalent).
- Minimum of 20 years’ total professional experience.
- 15+ years in O&M of Combined Cycle Power Plants.
- 10+ years in senior management roles.
- Strong background in Gas Turbine LTSA/LTPA/Coordination Agreements management.
- Extensive experience in Project Agreements Administration (PPA, O&M Agreements, site lease, interconnection, etc.).
- Proficiency in IT (Windows, Maintenance and Materials Management Systems).
- Demonstrated leadership with excellent interpersonal, communication, negotiation, and team management skills.
