Job Description
Roles & Responsibilities
Key Responsibilities
- Lead the development and implementation of PMO governance frameworks and methodologies
- Oversee project portfolio management, project prioritization, and strategic alignment
- Monitor enterprise project performance, risks, budgets, and resource utilization
- Provide executive-level reporting, dashboards, and strategic insights to leadership
- Ensure compliance with PMO standards, policies, and governance requirements
- Drive PMO maturity improvements, process optimization, and best practices
- Support large-scale transformation and strategic initiatives
- Manage stakeholder engagement across business, technology, and external partners
- Conduct project health assessments, audits, and governance reviews
- Mentor PMO teams, project managers, and analysts
- Support budgeting, forecasting, and performance management activities
Requirements
- Bachelor s degree in Business Administration, Project Management, IT, Engineering, or related field
- 8 15 years of experience in PMO, project governance, portfolio management, or enterprise project management
- Strong local market experience is mandatory
- Proven government or semi-government sector experience is required
- Arabic speaking skills are preferred/mandatory
- Strong expertise in PMO governance frameworks, portfolio management, and project delivery methodologies
- Experience with enterprise reporting and PMO tools such as MS Project, Jira, Power BI, Primavera, or ServiceNow
- Excellent leadership, communication, analytical, and stakeholder management skills
- Ability to manage complex programs and enterprise-level initiatives
Preferred Certifications
- PMP (Project Management Professional)
- PRINCE2 Practitioner
- PgMP or PfMP Certifications
- PMI-PMOCP or equivalent PMO certifications
- Agile / Scrum Certifications
- ITIL Certification
Preferred Experience
- Government transformation and strategic programs
- Enterprise PMO setup and PMO maturity assessment
- Portfolio and program management in large organizations
- Experience working in multicultural and cross-functional environments
- Executive stakeholder and steering committee management

Candidates with local market experience, government sector exposure, professional certifications, and Arabic language proficiency are highly preferred.
