Wood is currently hiring for a Principal Proposals Engineer for our office in Qatar.

This role has overall responsibility for overseeing proposal development from start to finish, receiving the ITB, developing the response, setting up commercial / management reviews, compiling and dispatching the proposal on time.

  • Engineering degree from an accredited university required preferably in Chemical / Mechanical
  • Bidding experience with NOC s in Middle east/Qatar is essential.
  • Bidding experience in handling different contract models (EPC, EPCm, reimbursable, Framework agreements etc.) is preferred.
  • Minimum 10 -15 years experience in proposal preparation, cost estimation, contract negotiation in similar firms
  • Excellent knowledge of Microsoft Word, Excel, PowerPoint, and Adobe Acrobat; Proficiency with SharePoint is desired

Responsibilities

  • Lead the efforts to prepare most competitive Techno-commercial proposal in compliance with the client s requirements and technical specifications including assessment of risk.
  • Prepare proposal synopsis for the review of the Line Manager including initial assessment of the technical, financial, schedule or any other unusual risks associated with a proposal and submit it to the management for approval to bid or decline.
  • Establishes and actively manages the proposal schedule, proposal budget, bid index, and all required inputs to the bid. Actively monitors and expedites bid preparation progress, identifying any concerns and initiating corrective action.
  • Prepare Table of Contents/Index to Technical, Un-priced and Priced Commercial Proposals with responsibilities and dates clearly identified.
  • Actively prepares scope and effort matrices and coordinates when working with affiliate offices, JV partner or major subcontractors and perform the required integration of inputs for submission to client.
  • Establishes the initial bid strategy, obtains endorsement of the strategy from executive management, cascades the strategy and win plan to the bid team, and maintains the bid team s focus on this throughout the bid period, adjusting the approach when relevant to do so.
