Job Summary
The Procurement and Logistics Manager is a senior, strategic leadership role responsible for developing and directing the organization's entire end-to-end supply chain strategy. With a primary emphasis on Procurement, this role is tasked with policy development, optimizing total cost of ownership (TCO), and ensuring resilience across all sourcing and logistical operations local and international. The Manager will report directly to the Managing Director, provide strategic oversight to the Foreign Purchasing Supervisor, ensuring compliance with local and international trade regulations (e.g., Nafeza and CargoX), driving continuous process improvement, and leveraging deep experience in the building materials and retail sectors to secure a competitive supply advantage.
Essential Duties and Responsibilities
A. Strategic Sourcing and Cost Leadership
- Develop and institutionalize strategic sourcing policies and frameworks for local and international procurement, ensuring alignment with corporate strategic financial goals.
- Lead complex contract negotiations with key suppliers and global freight forwarders to optimize terms, mitigate risk, and achieve aggressive Cost Savings and Cost Avoidance targets.
- Perform high-level costing and price variance analysis (PPV) to guide purchasing decisions and proactively address negative variances against standard/planned costs.
- Direct the supplier sampling and evaluation strategy, establishing rigorous quality, compliance, and performance standards for the entire suppliers base.
- Ensure the integrity and strategic use of product coding systems for accurate spend analysis and inventory planning.
B. Supply Chain Oversight and Risk Management
- Provide direct leadership and mentorship to the Foreign Purchasing Supervisor and other team members, setting performance goals and managing professional development.
- Oversee the end-to-end foreign purchasing process, providing strategic direction on freight quotation analysis, customs coordination, and regulatory compliance (Nafeza/CargoX).
- Establish metrics and operational guidelines for managing the entire Purchase Order Cycle Time for both local and international orders, ensuring streamlined efficiency.
- Develop risk mitigation plans for the supply chain, specifically addressing potential delays, regulatory changes, and supplier failures.
- Drive initiatives to achieve high compliance and accuracy rates for all Logistics and Customs Documentation.
C. Compliance and Regulatory Direction
- Direct the department's interaction with customs brokers, setting standards for effective liaison to ensure smooth, timely, and compliant clearance of imported goods.
- Maintain a comprehensive knowledge base of international trade compliance, Incoterms, and ensure team competency in using platforms like Nafeza and CargoX for timely electronic document submission.
- Establish formal Vendor Evaluation Processes to regularly assess supplier performance, quality, and compliance.
D. Cross-Functional Integration and Continuous Improvement
- Serve as the primary point of contact for strategic collaboration with internal stakeholders (e.g., Finance, Production, Sales), ensuring timely fulfillment of material requirements and adherence to delivery schedules.
- Champion the "Customer Perspective" KPIs, driving initiatives to improve Internal Customer Satisfaction Score and on-time delivery performance.
- Lead and implement successful Process Improvement Initiatives, fostering a culture of continuous enhancement in procurement and logistics operations.
- Operate under general guidelines with autonomy in determining the most effective methods and procedures to meet established deadlines.
E. Procurement Optimization and Stock Management
- Oversee and direct supplier evaluation and selection processes using structured performance metrics including quality, reliability, compliance, and cost efficiency.
- Build and maintain a robust supplier database supported by historical performance data, market analysis, and predictive sourcing insights.
- Lead cross-functional efforts to analyze consumption trends and market fluctuations to guide material selection and purchasing strategy.
- Implement data-driven stock management frameworks to ensure optimal inventory levels, minimize obsolescence, and enhance working capital efficiency.
- Establish governance for supplier relationship management (SRM), including quarterly business reviews and long-term strategic partnership development.
Desired Candidate Profile
- Minimum 10 years of progressive experience in Procurement and Supply Chain Management, with at least 3 years in a managerial or supervisory role.
- Proven experience in the building materials and retail sectors is mandatory.
- Bachelor s degree in Supply Chain, International Business, or a related field (Postgraduate studies preferred).
- Fluent proficiency in Arabic and professional working proficiency in English (written and spoken).
- Expert proficiency in ERP/CRM systems for vendor and order management.
- Advanced skills in Microsoft Excel for data management and financial reporting.
- Demonstrated expertise in government regulatory platforms such as Nafeza and CargoX.
- Strong leadership, negotiation, and decision-making skills with a strategic mindset.
