Job Description
Roles & Responsibilities
The Procurement Consultant shall appoint a secondee who will attend or provide remote support to the client’s offices in Abu Dhabi. The secondee will perform day-to-day procurement activities and act as an integrated member of the project team.
Key Responsibilities
Manage tender clarification requests and coordinate responses with bidders.
Execute procurement activities related to construction elements of the project, covering the full procurement lifecycle, including:
Procurement planning
Tendering
Evaluation
Award
Contract execution
Project administration
Compliance
Support dispute management and handle all ancillary procurement matters related to contracts and purchase orders.
Lead negotiations with preferred Design & Build (D&B) bidders, including reviewing and evaluating commercial proposals during the tender stage.
Work under the guidance of senior remote experts provided by the Consultant, as required.
Experience Requirements
Proven experience in contract negotiation and finalization.
Strong background in pre-contract procurement process support.
Demonstrated ability to lead negotiations for major projects.
Contract Coverage
The Consultant shall support procurement and contract activities across, but not limited to:
Engineering, construction, and design-and-build contracts
Project construction and service contracts
Supply contracts for equipment and long-lead items
Consultancy and professional services agreements (PMEC)
Operations and maintenance (O&M) and E-ISA contracts
Facilities management agreements
Asset transfer documentation
Lease agreements and related commercial documents
Pre-Contract Procurement Support
The Consultant shall provide advisory and hands-on support across all stages of the pre-contract procurement process, including:
Preparation and review of RFQs, EOIs, feasibility study inputs, and Instructions to Tenderers (ITT)
Drafting and reviewing NDAs, bid bonds, performance securities, and advance payment guarantees
Coordination of tender bulletins, disclaimers, clarifications, deviations, and commercial compliance matters
Advising on contract forms, evaluation methodologies, and preparation of Letters of Award (LOA) / Letters of Intent (LOI)
Desired Candidate Profile
The candidate must hold a Bachelor’s or Postgraduate degree, or an equivalent qualification.
A minimum of 7–8 years of relevant experience within UAE semi-government or federal government entities is required.
Assignment Details:
Duration of service: 6 months.
Candidates from outside the country will also be considered, as the role will primarily be remote.
If a short-term visit is required, the company will cover return airfare, accommodation, and local transportation expenses.
