Job summary:
The Procurement Engineer/Procurement Manager is responsible for the complete supervision of the procurement cycle, from identifying technical requirements, through preparing and analyzing requests for proposals, to negotiating, issuing purchase orders and following up on implementation.
The job requires strong engineering knowledge, an understanding of markets and supply chains, as well as high organizational skills to ensure that procurement processes are aligned with timelines, budgets, and project requirements.

Main responsibilities:
Procurement Department:
• Preparing and implementing a procurement plan for each project in line with the schedule and implementation requirements.
• Issuing requests for quotations (RFQ/RFP) and reviewing technical and financial bids.
• Leading commercial negotiations and ensuring compliance with company procedures and policies.
• Issuing purchase orders and sub-contracts and following up on their implementation until final delivery.
• Setting up and updating the Procurement Log and linking it to the project schedule.
Technical evaluation:
• Review and approve the technical specifications and drawings related to the project materials before purchasing.
• Coordination with the engineering and quality assurance (QA/QC) departments to approve materials and suppliers.

Required qualifications and experience:
• Bachelor's degree in Mechanical, Civil, Electrical or Industrial Engineering.
• At least 5 to 10 years of experience in engineering procurement or contracting projects.
• Strong knowledge of technical materials, specifications, and contracts.
• Proficiency in using ERP systems (such as SAP, Oracle or Microsoft Dynamics) and Microsoft Office software.
• Excellent skills in negotiation, analysis and communication.
• The ability to manage multiple tasks and work under pressure.
