Job Description
Roles & Responsibilities
Review the Purchase Requisition specification to advise appropriate comments or suggestion to improve the procurement process.
Identify the sourcing method Competitive/Single Source/ Sole Source and obtain approvals accordingly.
Execute the full procurement cycle from pre-award, tendering process, contract award and post-award process including the tender-board approvals as and when required
Publishing the RFQ package (Request for Quotation) to the potential suppliers.
To follow up with bidders to ensure timely submission of bids and to carry out opening of bids after bid closing dates
Align with end user for conducting technical evaluation process including tender board approval as and when required
Conducting commercial evaluation process including tender board approval as and when required.
Conduct negotiations with vendors to realize the total economic value to the company considering quality and cost in line with company Procurement policy and procedures.
Negotiate with Suppliers on reduction of prices as per the guidelines provided by tender policy to ensure cost effective purchasing / Services (Total cost of ownership)
To prepare purchase orders and related amendments, as/when required
Liaison with the Suppliers to expedite the delivery of goods.
Manages and develops a long-term strategic sourcing plan in alignment with the corporate and business line strategies.
Right and Fast development and deployment of sourcing strategies and resources to align with business lines growth and new product/business introductions
Establish, implement, and manage system to evaluate, monitor and report supplier scorecard performance.
Manage supplier relations through proactive engagement initiatives, smooth transaction process and complaints management to achieve a positive supplier experience.
Follow up all procurement and contract management non-compliance with senior management.
Define and make recommendations in the determination of annual budgets linked to the needs of the Procurement Strategy.
Identify gaps in process and optimize to gain efficiencies.
Coordinates with Finance the strategic & tactical planning activities and monitors the department s performance against its objectives and performance metrics
Works effectively with managers in areas of responsibility to ensure that department objectives, performance metrics, quality measures, and budget targets are achieved
Fosters an environment in which employees are actively encouraged to identify and implement departmental and company-wide continuous and quality improvement initiatives
Fulfils job duties and responsibilities in conformance with sound safety practices. Performs other related duties as assigned
Responsible of staff development and talent management.
Desired Candidate Profile
Education requirements & Qualification:
-Minimum Qualifications for this position is a Graduate in Business Administration / Finance / Supply Chain Management / Engineering / Production Operations
-5-8 years of relevant experience
Relevant experience in managing Procurement activities
Oil and Gas / Energy industry experience essential (including upstream and downstream exposure).
Expert in sourcing techniques and latest technologies.
Able to understand advantages and disadvantages of different approaches and how to deploy these to best approach.
Continuously review and leverage all data metrics to inform and adjust sourcing activities
Technical:
Computer Literacy including MS Office
Strategic industry management: Establishing long-range business plans which can anticipate the global market.
