Job Description
Roles & Responsibilities
1. Program Leadership & Governance
- Act as the single point of accountability for PMC activities across all project packages (civil, track, signaling, telecom, rolling stock interfaces, utilities).
- Establish and lead the program governance framework, including reporting structures, escalation protocols, and decisionmaking processes.
- Interface at executive level with government stakeholders, project leadership, financiers, and other partners.
- Provide strong leadership and direction to large multidisciplinary and multinational teams.
2. Delivery Oversight
- Oversee endtoend program delivery from concept validation through design, procurement, construction, testing, commissioning, and handover.
- Ensure integration and coordination across all contract packages to achieve seamless execution.
- Monitor progress against baseline schedule, budget, and KPIs, driving corrective actions where required.
- Lead resolution of critical program risks, technical challenges, and interface issues.
3. Contract & Commercial Management
- Provide executive oversight of FIDICbased contracts, including variation management, claims strategy, change control, and dispute avoidance.
- Guide Contracts and Commercial teams to protect commercial and contractual interests.
- Support highvalue negotiations with contractors, suppliers, and consultants.
- Ensure adherence to approved procurement, commercial, and governance frameworks.
4. Stakeholder & Interface Management
- Maintain strong relationships with project consultants, contractors, utility authorities, regulators, and local agencies.
- Lead stakeholder engagement related to land access, permits, utilities, and thirdparty coordination.
- Represent the program in executive reviews, steering committees, and statutory forums.
5. Risk, Quality, HSE & Compliance
- Champion a proactive risk management culture across the program.
- Ensure robust implementation of HSE, Quality, and Systems Assurance frameworks.
- Confirm compliance with Saudi regulations, standards, and best practices.
- Drive a strong safety leadership culture aligned with zeroharm objectives.
6. Systems & Integration
- Oversee systems engineering, signaling, telecom, rolling stock interfaces, and operational readiness.
- Ensure full systems integration, commissioning readiness, and handover to operations.
- Guide teams on RAMS, systems assurance, and operational acceptance processes.
7. Reporting & Performance Management
- Ensure timely, accurate, and decisionfocused program reporting.
- Review and approve executive dashboards, risk registers, cost reports, and milestone updates.
- Drive continuous improvement and lessons learned across the program lifecycle.
Desired Candidate Profile
Educational Qualifications:
- Bachelors degree in Engineering (Civil preferred; Electrical / Mechanical acceptable)
- Postgraduate qualification in Project Management, Construction Law, or MBA desirable
Experience
- Minimum 20 years of professional experience in large infrastructure projects
- 10 to 12 years in senior Program / Project Director roles
- Proven experience delivering largescale railway / metro / freight rail projects
- Strong background in PMC / Engineers Representative roles
- Demonstrated capability managing multipackage, multibillionvalue programmes
