Roles & Responsibilities

Job Description & Responsibilities:

  • Develop, align, and maintain ICT strategies and digital initiatives with national transformation programs and organizational priorities.
  • Define and track KPIs/OKRs to measure program performance, ensuring alignment with strategic objectives.
  • Establish and operationalize a standardized PMO framework compliant with PMI/PRINCE2 best practices.
  • Design and enforce a comprehensive project governance model covering planning, execution, risk, and quality assurance.
  • Apply Enterprise Architecture frameworks (TOGAF, Zachman, FEAF) to structure IT governance, architecture layers, and roadmaps.
  • Lead capacity-building programs through structured knowledge transfer, coaching, and methodology training for internal teams.
  • Guide teams in Agile, Waterfall, Hybrid, and DevOps methodologies and ensure process compliance across all projects.
  • Monitor program progress, budget, risks, dependencies, and stakeholder expectations to ensure timely delivery.
  • Coordinate with executive leadership, IT heads, and external partners to ensure alignment and integrated delivery.
  • Conduct assessments to identify gaps in processes, capabilities, and digital maturity, and recommend improvement plans.
  • Ensure digital transformation initiatives comply with national regulations, cybersecurity standards, and enterprise governance.
  • Provide strategic insights on emerging technologies and support adoption across business units.

Desired Candidate Profile

Qualifications & Experience:

  • Bachelor s or Master s degree in Computer Science, Information Technology, Engineering, or related field.
  • Experience: Minimum 10+ years in digital transformation, ICT strategy, PMO management, or enterprise architecture roles.
  • Proven experience aligning ICT projects and strategies with national digital transformation programs.
  • Strong knowledge of Enterprise Architecture frameworks such as TOGAF, Zachman, and FEAF.
  • Expertise in PMI, PRINCE2, and hybrid PMO frameworks for overseeing enterprise-level programs.
  • Hands-on experience with Agile, Waterfall, DevOps, and Hybrid delivery models.
  • Strong stakeholder management skills and experience working with government or large enterprises.
  • Demonstrated capability in capacity building, training, and knowledge-transfer initiatives.
  • Excellent communication, analytical, and executive reporting skills.
  • Excellent command of English, with Arabic proficiency considered an added advantage.
