Job Description
Roles & Responsibilities
Under the overall supervision of the Chief of Mission (COM) in Yemen and direct supervision of the Senior Field and Programme Coordinator and in coordination with relevant units in the International Organization for Migration (IOM) Yemen Country Office (CO), the Programme Manager (CBI) will have to be responsible for the oversight and management of Yemen CO s Cash-Based Incentive (CBI) Programme s implementation, including the supervision for assistance processes, tools and portfolio.
Skills
- Excellent knowledge of CBIs in humanitarian emergencies, throughout the project cycle;
- Proven ability to supervise, train and direct staff and operations in emergency contexts; and,
- Demonstrated understanding of the Coordination Architecture in the Cluster Approach.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
At least a working knowledge of another language (including one of the six official UN languages, and/or a language that may be widely spoken in the country context) is desirable.
For this position, fluency in English is required (Oral and Written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Desired Candidate Profile
-
Master s degree in Economics, Business administration, Political Science, or a related field from an accredited academic institution with five years of relevant professional experience; or,
-
University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience working in the field, with minimum two years of Professional International experience in programming in Cash Based Interventions (CBI) in conflict or post conflict duty stations;
- Experience with sectoral CBIs (shelter, health, nutrition, food security, WASH, livelihoods, education, etc.); and,
- Experience in liaising with governmental authorities, other national/international institutions and NGOs and building effective partnerships with private sector.
