Job Description

Roles & Responsibilities

Under the supervision of Head of Programme (Gaza Operations), the Programme Policy Officer (Operations) will:

1. Lead the development and implementation of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance, with particular emphasis on emergency food assistance and transitions to longer term CBT programming for essential needs.

2. Ensure project management support to specific and defined programmes and projects of significant risk and complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures and effective operation of WFP implementation cycles and systems.

3. Ensure field level programme documentation and systems operate as required; including preparing for the roll-out of new programme and operational approaches to improve the efficiency, effectiveness and accountability of emergency food security interventions.

4. Ensure the operation of data gathering and oversight systems such that rigorous quality standards are maintained, and to inform evidence based decision making including the visualization and articulation of programme processes, strategy and key recommendations.

5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders, and ensure quality programmatic inputs to proposal development processes.

6. Liaise with internal and external counterparts, including cooperating partners, to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

7. Serve as the primary programme operations focal point for daily status, risk identification and mitigation, and proactive leadership of emergency food assistance programming within Gaza.

8. Coordinate with supply chain, security, programme management etc, in matters of daily implementation and response to complex risks and issues, including access and engagement challenges.

9. Support the capacity building of WFP staff and partners to prepare for and respond to food assistance needs.

10. Ensure the capacity building, knowledge transfer, and sustainable transition over time of responsibilities to Gaza programme staff.

11. Manage a team responsible for daily operations of emergency food assistance through CBT and In-kind modalities, as well as Hot Meals, and guide others as requested, acting as a point of referral and supporting them with analysis and queries.

12. Other duties as required.

Desired Candidate Profile

EDUCATION: Advanced university degree in International Affairs, Economics, Nutrition/health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or first University degree with additional years of related work experience.

EXPERIENCE:

  • Minimum five (05) years of professional experience in emergency and/or broader programme operations and humanitarian and development policy, including direct emergency and field exposure of implementation of food and cash assistance programmes.

  • Has experience working across the programme portfolio, including both food in-kind and CBT modalities, and experience in operational partnerships with CPs.

  • Has led a sub-office or a small country/area office programme team or a component of a country office programme portfolio within contexts of severe access impediments and insecurity.

  • Has engaged in policy discussions and provided input into policy decisions.

  • KNOWLEDGE & SKILLS:

  • Knowledge of using qualitative and quantitative data to produce operational and/or programmatic analysis and evidence to inform decision making is required.

  • Further technical expertise in related areas and understanding of operations in highly insecure settings, including vulnerability and needs analysis, monitoring and evaluation, CBT operations, and/or stakeholder coordination and management are desirable.

  • Additional deepened technical knowledge through exposure to cross functional technical and operational teams is desirable.

  • Strong organizational skills, time -management and ability to carry out multiple tasks successfully.

  • Solid-interpersonal and communication skills and negotiation capacity.
