Job Description

Roles & Responsibilities

1. Support the planning, coordination and implementation of the project

  • Support the development and updating of annual planning documents, in accordance with UNDP Programme and Operations Policies and Procedures (POPP) for Programme and Project Management.
  • In coordination with project teams, facilitate the monitoring of activities, proactively identifying potential obstacles in order to propose and implement corrective measures, with a view to optimizing the use of resources and ensuring the achievement of expected results.
  • Contribute to the development of terms of reference and concept notes necessary for the implementation of activities in accordance with project work plans.
  • Conduct operational exercises of projects in accordance with UNDP Programme and Operations Policies and Procedures (POPP), and facilitate coordination between projects and operational units of the office (Administrative, Finance, Human Resources, IT and Procurement).
  • In accordance with project planning documents, initiate and monitor the procurement and payment processes. This includes, but is not limited to, managing and monitoring the procurement processes for goods and services, tracking contractual commitments (contracts and purchase orders), monitoring the execution and delivery deadlines for goods and services, preparing, submitting, and monitoring payment requests, and organizing the logistics of events and travel related to project activities.
  • Ensure the management and regular budget monitoring of projects, ensuring that financial resources are allocated and used efficiently and in accordance with work plans and procedures in force.
  • Coordinate with project teams the planning of project steering committee meetings and ensure their organization and documentation.

2. Support the activities of monitoring progress and reporting on the implementation of the project

  • Supporting project teams in project reporting exercises; this includes, but is not limited to: periodic and annual technical and financial reporting in appropriate UNDP formats, periodic and annual technical and financial reporting to donors, reporting on the UNDP integrated management system and appropriate platforms dedicated to this purpose;
  • Prepare and coordinate with the relevant UNDP teams the evaluation and/or audit processes according to UNDP and donor procedures;
  • Conduct project quality assurance exercises as well as monitoring, identifying and updating the risk matrix related to project implementation;
  • Contribute to the design and identification of new initiatives related to project intervention priorities; this includes, but is not limited to, mobilizing and developing partnerships, preparing substantive notes and participating in meetings, etc.

3. Facilitate the management, strengthening and sharing of knowledge

  • Contribute to the documentation and support the dissemination of lessons learned and best practices from project implementation;
  • Maintain project documentation, as well as any other archiving requirements, in designated areas, in accordance with office policy;
  • Supporting the establishment of knowledge platforms, facilitating innovative mechanisms for disseminating knowledge from projects, and developing knowledge resources and products to share with partners in order to support UNDP's engagement and visibility.

The Project Analyst will be called upon to perform any other task consistent with his/her duties and deemed necessary for the proper functioning of the projects and office.

Desired Candidate Profile

Minimum education requirements

Advanced university degree (Master's or equivalent) in management science, finance, business administration or any other related field OR;

A Bachelor's degree in the fields mentioned above, with two additional years of relevant experience, will be duly considered in place of a higher university degree.

Minimum years of relevant work experience: Candidates holding a Master's degree (or equivalent) in a relevant field of study are not required to have professional experience. Candidates holding a Bachelor's degree (or equivalent) must demonstrate at least two (2) years of relevant professional experience at the national or international level in climate change project management (mitigation and/or adaptation and/or disaster risk reduction), etc.

Required skills

  • Experience required in the field of management and coordination of projects related to climate change.
  • Proficiency in computer tools (word processing, calculation, presentation and search tools) is required.

Desired skills/experiences

  • Proficiency in database management tools is an asset.
  • Experience in managing development projects within a national and/or international organization belonging to the United Nations system, and/or a multi or bilateral development agency is desirable.

Required Language(s)

Fluency in Arabic and French is required.

Proficiency in English is an asset.
