Roles & Responsibilities

The key objectives for this role are:

  • Project Controls Leadership: Oversee all aspects of project controls including planning, cost control, and reporting to ensure alignment with project objectives and client expectations.
  • Schedule & Budget Oversight: Monitor project timelines and budgets, ensuring accurate forecasting and proactive risk mitigation.
  • Vendor & Procurement Coordination: Collaborate with procurement teams to ensure timely delivery and quality compliance of equipment and services.
  • Compliance & Standards: Ensure adherence to ADNOC's operational, safety, and quality standards throughout the project lifecycle.
  • Cross-Functional Integration: Work closely with engineering, construction, and quality teams to embed project control strategies and support milestone achievement.
  • Performance Optimization: Identify opportunities for cost savings and schedule improvements through data-driven analysis and value engineering.


RESPONSIBILITIES

The Site Project Control Manager is responsible for leading and overseeing all project control functions at the site level during the FEED and detailed design phases. This includes planning, cost control, risk management, and performance monitoring to ensure that all project activities align with contractual obligations, client expectations, and international standards. Operating from the project site, the role requires close collaboration with cross-functional teams to drive project efficiency, mitigate risks, and ensure timely and cost-effective delivery.


Key Accountabilities and Responsibilities:

  • Project Controls Strategy Execution
    Implement and manage project control strategies that support schedule adherence, budget control, and technical compliance.
  • Vendor & Contractor Evaluation
    Support procurement by evaluating vendors and subcontractors through audits, documentation reviews, and compliance assessments.
  • Contractual Compliance Oversight
    Ensure all project control activities align with contractual terms, quality standards, and risk mitigation frameworks.
  • Technical Documentation Review
    Review engineering deliverables, schedules, and cost estimates to validate alignment with project objectives.
  • Progress Monitoring & Reporting
    Oversee site-based progress tracking, cost forecasting, and performance reporting to project leadership and stakeholders.
  • Supplier & Subcontractor Performance
    Monitor and report on supplier and subcontractor performance against project KPIs and contractual obligations.
  • Cross-Functional Coordination
    Collaborate with engineering, procurement, HSE, and quality teams to integrate project control measures across all disciplines.
  • Risk Management & Mitigation
    Identify project risks, lead root cause analysis, and implement corrective and preventive actions to maintain project integrity.
  • Documentation & Recordkeeping
    Maintain accurate records of project schedules, cost data, change orders, and performance metrics.
  • Team Leadership & Mentorship
    Provide guidance to junior project control staff and contribute to the development of project control procedures and best practices.


QUALIFICATIONS

Expected:

  • Bachelors Degree in a relevant technical or business discipline
  • Member of recognized professional institute preferred

Knowledge, skills and experience:

  • Typically requires a minimum of 15 years of relevant industry experience in project control positions, including significant experience supervising and managing others
  • Significant experience and capability in management of contracts, budgeting, controlling costs, planning, scheduling and management of change
  • Knowledgeable across engineering, procurement and constructions execution
  • Understands the use and applications of Project Controls department tools and systems
  • ADNOC experience preferred, GCC experience
  • EPC experience
  • Both Operating Company and Service Contracting Company experience preferred
