Roles & Responsibilities

Key Roles and Responsibilities

A. Programmatic Responsibilities (What the project delivers)

  1. Project Planning & Implementation
  2. Lead the development and execution of detailed implementation plans, ensuring alignment with project objectives, targets, and timelines.
  3. Translate project proposals into actionable field-level implementation strategies.
  4. Ensure timely rollout of activities across all project locations.
  5. Coordinate technical inputs (health, MHPSS, WASH, etc. depending on project scope) into implementation plans.
  6. Activity Implementation & Supervision
  7. Oversee delivery of all project activities (e.g., service provision, outreach, training, distributions, awareness sessions).
  8. Ensure activities meet quality standards, technical guidelines, and donor requirements.
  9. Supervise field teams and ensure clarity of roles, targets, and daily execution.
  10. Troubleshoot implementation challenges and adjust plans as needed.
  11. Field Monitoring & Quality Assurance
  12. Conduct regular field visits to monitor progress against targets and timelines.
  13. Verify quality of services and adherence to technical standards.
  14. Identify gaps, risks, and delays and implement corrective actions.
  15. Ensure accountability to affected populations through feedback mechanisms.
  16. Partner & Community Coordination
  17. Coordinate with implementing partners, community leaders, and local authorities.
  18. Facilitate community engagement and participation in project activities.
  19. Ensure community feedback is collected, analyzed, and integrated into programming.
  20. Monitoring, Evaluation, Accountability & Learning (MEAL)
  21. Ensure proper data collection, validation, and reporting in coordination with MEAL teams.
  22. Track project indicators and ensure achievement of outputs and outcomes.
  23. Support assessments, surveys, and evaluations.
  24. Document lessons learned, best practices, and adaptive programming decisions.
  25. Reporting & Documentation
  26. Lead preparation of narrative reports (weekly, monthly, donor reports).
  27. Ensure accurate and timely reporting of activities, achievements, and challenges.
  28. Maintain updated project documentation (workplans, trackers, reports, minutes).

B. Operational Responsibilities

  1. Logistics & Supply Chain
  2. Coordinate procurement planning aligned with activity implementation plans.
  3. Ensure timely sourcing, delivery, and distribution of supplies and equipment.
  4. Monitor stock levels, warehousing, and asset management.
  5. Ensure compliance with procurement policies and donor requirements.
  6. Human Resources Management
  7. Support recruitment, onboarding, and deployment of project staff.
  8. Supervise project staff performance and ensure capacity building where needed.
  9. Manage staff schedules, leave planning, and field deployments.
  10. Promote a positive team environment and ensure staff adherence to policies.
  11. Finance & Budget Management
  12. Monitor budget utilization against project plans.
  13. Support budget forecasting and expenditure tracking.
  14. Review and validate expenses to ensure compliance with donor regulations.
  15. Coordinate with finance teams on payments, advances, and financial reporting.
  16. Administration & Compliance
  17. Ensure all project activities comply with organizational policies and donor requirements.
  18. Maintain proper documentation for audits and reporting purposes.
  19. Ensure adherence to national regulations and administrative procedures.
  20. Safety, Security & Risk Management
  21. Monitor security context and adapt implementation accordingly.
  22. Ensure compliance with safety and security protocols during field operations.
  23. Identify operational and programmatic risks and implement mitigation measures.

C. Integrated Coordination Role (The bridge function)

  1. Align program needs with operational planning (HR, logistics, finance).
  2. Ensure resources are mobilized in advance of activity implementation.
  3. Facilitate coordination between program, operations, and support departments.
  4. Support emergency response scale-up and flexible reprogramming when needed.
  5. Provide regular updates to senior management on both programmatic progress and operational constraints.

D. Representation & External Coordination

  1. Represent the organization in coordination meetings, clusters, and stakeholder forums.
  2. Liaise with donors, partners, and authorities as needed.
  3. Support visibility and communication of project achievements.

Desired Candidate Profile

Bachelor s or Master s degree in public health, international development, business administration, or related field.

Minimum 5 8 years of experience in humanitarian/development settings.

Proven experience managing both programmatic and operational components.

Strong experience in project planning, implementation, and reporting.

Experience in logistics, HR, and financial coordination.

Experience in complex/emergency contexts, preferably Lebanon.
