Job Description
Roles & Responsibilities
1. HSE Strategy & Policy Implementation
- Develop, implement, and maintain the Project-Specific HSE Plan, aligned with local regulations, client requirements (e.g., ADNOC standards), and international best practices.
- Ensure that HSE objectives, KPIs, and safety culture targets are established and met across the project lifecycle.
2. Compliance & Regulatory Oversight
- Ensure full compliance with UAE federal and emirate-level HSE laws, ADNOC Codes of Practice, and international standards such as ISO 45001, ISO 14001, and OSHA.
- Liaise with regulatory bodies (e.g., Civil Defense, ZonesCorp, ADNOC, etc.) for audits, permits, and approvals.
3. Risk Management & Control
- Lead Hazard Identification and Risk Assessment (HIRA) processes for all construction and operational activities.
- Implement effective Control of Work (COW) systems, including Permit-to-Work (PTW), lock-out/tag-out (LOTO), confined space entry, hot work, and working-at-height protocols.
4. Site Safety Supervision
- Conduct regular site inspections, HSE walkthroughs, and safety audits to identify unsafe conditions and practices.
- Ensure immediate corrective actions are taken and track close-out of Non-Conformance Reports (NCRs) and Observation Reports.
5. Incident & Accident Management
- Lead incident investigations, root cause analysis (RCA), and prepare detailed reports with corrective and preventive action plans (CAPA).
- Maintain an up-to-date Incident Log, ensuring all accidents, near misses, and unsafe acts are documented and analyzed.
6. Training & Competency Building
- Develop and deliver HSE induction programs, toolbox talks, refresher training, and drills (fire, evacuation, first aid).
- Assess HSE competence of workers and subcontractors and arrange third-party training where necessary (e.g., scaffolding, rigging, defensive driving).
7. Emergency Preparedness
- Establish and maintain a site-specific Emergency Response Plan (ERP) and ensure all personnel are familiar with emergency procedures.
- Organize mock drills and test the effectiveness of the emergency response system periodically.
8. Subcontractor & Vendor Compliance
- Review and approve subcontractors’ HSE plans, method statements, and risk assessments prior to mobilization.
- Conduct onboarding HSE evaluations and regular compliance monitoring for third-party vendors.
9. Reporting & Documentation
- Prepare and submit daily, weekly, and monthly HSE reports to client and internal stakeholders.
- Maintain updated logs of incident reports, training records, PPE issuance, audits, and environmental monitoring.
10. Environmental & Waste Management
- Oversee environmental protection measures, including dust suppression, spill control, noise reduction, and waste management in compliance with environmental regulations.
- Ensure proper segregation, storage, and disposal of hazardous and non-hazardous waste as per project-specific Environmental Management Plan (EMP).
11. HSE Culture Promotion
- Drive continuous improvement through Safety Observation Programs (STOP), behavior-based safety (BBS) campaigns, and safety incentive programs.
- Encourage open communication and reporting of hazards or unsafe acts without fear of reprisal (Stop Work Authority).
Desired Candidate Profile
1. Educational Qualifications
- Bachelor’s Degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.
- NEBOSH IGC (International General Certificate) is mandatory.
- Certifications in ISO 45001, ISO 14001, OSHA, or Lead Auditor qualifications are strong advantages.
2. Experience
- Minimum 10–12 years of relevant experience in HSE roles within the construction, oil & gas, or EPC industry, with at least 5 years in a managerial capacity.
- Must have experience handling high-risk sites with complex operations.
- Prior work on ADNOC, ARAMCO, or other major client-compliant projects is a distinct advantage.
3. Technical Knowledge & Skills
- In-depth knowledge of HSE legislation, international safety standards, and local UAE labor laws.
- Strong grasp of hazard identification, risk assessments (HIRA), incident investigation, permit-to-work systems, and emergency response planning.
- Proficient in HSE documentation, reporting tools, and software systems (e.g., MS Office, incident tracking platforms, ERP tools).
- Familiarity with HSE KPIs, audit processes, safety dashboards, and leading indicators.
4. Leadership & Communication
- Strong leadership qualities with proven ability to train, coach, and mentor a multicultural workforce across all levels.
- Capable of driving a strong safety culture and ensuring site-wide compliance with safety protocols.
- Excellent communication, report writing, and presentation skills in English. Arabic is an added advantage.
5. HSE Planning & Implementation
- Ability to develop and implement Project-Specific HSE Plans, Emergency Response Plans, Job Safety Analysis (JSA), and Toolbox Talks.
- Experience in conducting HSE inductions, training sessions, mock drills, and competency evaluations.
- Capability to liaise with authorities (e.g., Civil Defense, ADNOC, OSHA, EAD) for inspections and approvals.
6. Audit & Inspection Expertise
- Hands-on experience in internal and external audits, root cause analysis (RCA), and corrective/preventive action (CAPA) planning.
- Ability to manage HSE inspections and ensure closure of Non-Conformance Reports (NCRs) in a timely manner.
7. Personal Attributes
- Highly organized, detail-oriented, and proactive.
- Ability to perform under pressure and meet strict deadlines.
- Strong ethical standards and a passion for workplace safety.
8. Additional Requirements
- Must be willing to work at remote site locations and travel as per project needs.
- Valid UAE Driving License (preferred or mandatory depending on project).
- Immediate joiners or candidates with short notice periods are preferred.
