Roles & Responsibilities

Job Summary:

Support the development, implementation, and continuous improvement of the HSE Management System for Terminal Projects and Maintenance. Ensure all engineering, construction, and maintenance activities are performed safely and comply with HSE policies, ISO 45001/14001 standards, and relevant regulations. Manage HSE risks during project execution, shutdowns, hot work, working at heights, confined spaces, and other critical tasks, ensuring proactive risk mitigation throughout the project lifecycle in accordance with approved policies and government laws.


Key Responsibilities:

  • Conduct and review risk assessments (HAZID, HAZOP, JSA) for high-risk tasks like tank entry, hot work, confined spaces, working at heights, lifting, and hydrocarbon exposure.
  • Maintain and regularly update the terminal risk register and SIMOPS plan.
  • Ensure all activities comply with Permit to Work (PTW), LOTO, and other safety control systems.
  • Implement and monitor the HSE Management System aligned with ISO 45001 and ISO 14001.
  • Ensure timely closure of audit and inspection findings (internal, Trakhees, Civil Defence, etc.).
  • Maintain all required HSE documentation such as PTWs, environmental permits, and fire safety records.
  • Coordinate with federal and local authorities during inspections, audits, and compliance checks.
  • Develop and implement emergency response plans for project scenarios like oil spills, fires, and vapor leaks.
  • Organize and lead emergency drills following NFPA and Civil Defense standards.
  • Act as a member or leader of the Emergency Response Team, supporting first aid and evacuation.
  • Monitor Process Safety KPIs, including API RP 754 Tier 1 and Tier 2 incidents
  • Track and ensure the health of safety barriers and safety-critical equipment.
  • Lead Root Cause Analysis and ensure corrective actions.
  • Manage contractor HSE compliance through prequalification, inductions, toolbox talks, and audits.
  • Coordinate SIMOPS, ensuring permit and interface controls..
  • Lead campaigns, toolbox talks, and reward systems to drive proactive safety performance.
  • Ensure specialized HSE training is completed for applicable personnel (e.g., H₂S awareness, fire safety, first aid).
  • Maintain timely documentation and reporting of incidents, including TRIR, LTIs, Tier 1/2 metrics, and safety performance dashboards.

Desired Candidate Profile

  • Bachelor’s degree in Safety, Engineering, or Environmental Science.
  • NEBOSH IGC or equivalent certification (e.g., IOSH, CSP, OSHA).
  • ISO 45001 / ISO 14001 Internal Auditor certification (preferred).
  • Minimum 5 years of HSE experience in HSE roles within oil & gas terminals, tank farm projects involving brownfield works.
  • Strong background in project/maintenance HSE, including SIMOPS, hot work, and confined space.
  • Experience with contractor safety, PTW systems, and regulatory compliance.
  • Thorough knowledge of local and federal Government HSE regulations.
  • Knowledge of HSE management system; hazard & risk management; HSE audits; incident investigation; HSE training; HSE management.
  • ISO 45001 / 14001, OSHA, NFPA, and API standards.
  • Risk assessments (JSA, HAZID, HAZOP), BBS, and process safety.
  • Skilled in MS Office and digital HSE tools.
