Job Description:
We are seeking an experienced Project Manager with 8-10 years of proven experience, including substantial involvement in UAE Government digital or IT projects. The ideal candidate must be an Arabic speaker, with the ability to communicate effectively and prepare project documentation in both Arabic and English. The candidate should have strong expertise in project planning, execution, governance, stakeholder management, reporting, and delivery oversight, particularly within government-led digital transformation environments.
Key Responsibilities:
- Lead end-to-end planning, execution, monitoring, and closure of digital or IT projects for UAE Government entities.
- Manage project scope, schedule, cost, quality, resources, risks, issues, and dependencies in alignment with approved baselines.
- Prepare and present weekly and monthly project status reports to stakeholders and leadership.
- Report overall project health using Red / Amber / Green (RAG) status indicators.
- Track and communicate progress against plan for key deliverables and milestones.
- Extensive experience of using Microsoft Project in large projects
- Provide schedule variance analysis, including comparison of baseline dates against current forecasts.
- Monitor and report budget actuals versus baseline, including Estimate to Complete (ETC) and Estimate at Completion (EAC).
- Maintain and present the top risks and issues log, including owners, target due dates, mitigation actions, and decisions required.
- Summarize Change Requests raised, reviewed, approved, or rejected during the reporting period, including impact on scope, cost, and timeline.
- Track and report upcoming internal and external dependency handoffs to ensure proactive coordination and issue resolution.
- Facilitate governance meetings, steering committees, and stakeholder reviews with clear communication and follow-up actions.
- Coordinate with business, technical, vendor, and government stakeholders to ensure timely delivery and alignment with project objectives.
- Ensure compliance with project management standards, reporting frameworks, and client governance requirements.
Desired Candidate Profile
Required Qualifications & Skills:
- Bachelor s degree in Engineering, Information Technology, Computer Science, or a related field.
- 8-10 years of project management experience, preferably in UAE Government, public sector, or large-scale digital transformation programs.
- Proven experience managing complex IT or digital projects involving multiple stakeholders, vendors, and cross-functional teams.
- Fluency in Arabic and English is mandatory, with strong verbal and written communication skills in both languages.
- Strong knowledge of project governance, planning, budgeting, forecasting, risk management, change management, and executive reporting.
- Hands-on experience in preparing project dashboards, status reports, RAD logs, milestone tracking, and governance packs.
- PMP and/or PRINCE2 certification is mandatory.
- Familiarity with Agile, Waterfall, and hybrid delivery methodologies.
- Strong stakeholder management, leadership, negotiation, and decision-making skills.
