Job Description

Roles & Responsibilities


The Projects Manager is responsible for the end-to-end delivery of assigned overseas projects, with full ownership of site execution, Health, Safety & Environment (HSE), Quality Control (QC), and project controls.


This role serves as the on-ground execution leader and the single point of accountability for overseas site performance, ensuring seamless alignment with the Operations Manager on planning, commercial, and cross-functional decisions.


Reporting Structure

  • Reports To: CEO – B2B Civil & Fit Out

  • Functional Alignment: Operations Manager


Direct Oversight:

  • Overseas Project Teams

  • Site Management

  • HSE

  • Quality Control (QC)


Core Accountability

Deliver projects safely, compliantly, on schedule, and within budget, ensuring profitability through disciplined site leadership and effective coordination with Operations.


Key Responsibilities


1. Overseas Site Execution

  • Lead and manage overseas site teams across all assigned projects

  • Ensure execution aligns with:

  • Approved drawings

  • Contractual scope

  • Baseline programme

  • Approved budgets

  • Drive productivity, discipline, and performance across multiple locations

2. Health, Safety & Environment (HSE)

  • Take full ownership of HSE compliance across all overseas sites

  • Ensure implementation of:

  • Project-specific HSE plans

  • Toolbox talks and permit systems

  • Regular safety audits and inspections

  • Enforce a zero-tolerance approach to unsafe practices

  • Collaborate with Operations Manager on continuous HSE improvements

3. Quality Control (QA/QC)

  • Implement and monitor QA/QC systems across all sites

  • Ensure adherence to:

  • Inspection & Test Plans (ITPs)

  • Approved method statements

  • Inspection and test records

  • Minimise rework through proactive quality planning

  • Align QC reporting with organizational governance standards

4. Integration with Operations Manager

  • Work closely with Operations Manager to:

  • Align execution with planning and procurement strategies

  • Resolve cross-project challenges

  • Standardise reporting and escalation processes

  • Participate in regular operational and review meetings

  • Escalate risks with data-backed solutions, not just issues

5. Planning & Programme Management

  • Coordinate with planning teams via Operations Manager

  • Ensure adherence to:

  • Approved baseline schedules

  • Recovery programmes

  • Provide accurate progress updates

  • Support delay analysis and Extension of Time (EOT) claims

6. Commercial & Contractual Management

  • Maintain accurate site documentation for:

  • Variations

  • Claims

  • EOT submissions

  • Interim payment applications

  • Work closely with QS and Commercial teams

  • Ensure site decisions align with contractual and commercial objectives

7. Procurement & Logistics

  • Coordinate site requirements with procurement teams

  • Ensure:

  • Material availability and readiness

  • Tracking of long-lead items

  • Efficient logistics and storage management

  • Identify and escalate procurement risks proactively

8. Stakeholder Management

  • Act as the primary site-level interface with:

  • Clients

  • Consultants

  • Project Management Consultants (PMCs)

  • Maintain professional and contractual communication

  • Escalate critical issues through defined governance channels

9. Team Leadership & Capability Building

  • Lead and manage multicultural, multi-location teams

  • Build team capabilities in:

  • HSE awareness

  • Quality standards

  • Planning and scheduling

  • Contractual understanding

  • Drive a culture of accountability, ownership, and high performance


Key Performance Indicators (KPIs)

  • HSE compliance and incident reduction

  • Quality performance and rework minimisation

  • Adherence to project schedules

  • Site productivity and efficiency

  • Effectiveness of coordination with Operations Manager

  • Accuracy and timeliness of reporting

Desired Candidate Profile

Key Competencies & Experience

  • 15–20+ years of experience in contracting (Civil / Fit-Out projects)

  • Strong knowledge of FIDIC contracts

  • Proven leadership in HSE and QA/QC management

  • Experience managing multi-location / overseas project sites

  • Strong coordination and cross-functional integration skills

  • Excellent problem-solving and decision-making abilities

  • Ability to perform effectively in high-pressure, high-risk environments
