Project Manager (Part-time)

Expectation State (ES) is an implementing partner of the USAID Informal Livelihoods Advancement Activity (IQLAA), a large livelihood program that aims to support Jordan's HBBs and MSEs to grow, transform, and become resilient to future challenges. The project aims to explore new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.
Expectation State is leading the efforts to identify, assess, and support Financial Service Providers (FSPs) with potential for catalytic impact on MSEs access to finance. This will include identifying barriers and enabling factors to introduce innovative financing tools and access to finance services that meet the needs of MSEs and provide linkages to international investors.
We are looking for a Project Manager who can manage the delivery of the project through day-to-day management.
Role and Responsibilities:
Program & Activity Management
• Provide expert advice and strategic planning for program management, design, and documentation of projects.
• Collaborate with Expectation State (ES) and other partners to design and develop new activities that align with the donor's strategic objectives.
• Manage relationships with the Project Implementation Team (ES internal teams, consultants, implementing partners, government agencies, and other stakeholders) to ensure effective coordination of all project activities.
• Identify and manage project risks to ensure timely delivery and adherence to the budget.
• Supervise and coordinate the production of project outputs, ensuring they meet the required quality standards within the allocated time and budget.
• Oversee and ensure timely submission of Project Implementation Review/Annual Project Report, quarterly technical reports, quarterly financial reports, Monitoring and Evaluation Plans, and other reports as may be required by ES, and/or other partners.
• Participate in monthly coordination meetings to provide comprehensive progress updates and participate in the anticipated mid-year review of the MEL and work plans.
Procurement Management
• Manage the procurement process for future activities, including drafting Terms of Reference (ToRs), Request for Proposals (RfPs), and overseeing the evaluation and selection committees.
• Ensure that all procurements comply with ES and the donors' rules and regulations.
Team Management
• Lead the recruitment and selection of a Project Coordinator to support implementation.
• Manage the Project Coordinator and other team members.
• Ensure senior-level communication with government, civil society, key stakeholders, and other donor representatives.
Profile:
We are looking for an organised individual with the ability to focus on the bigger picture and great attention to detail, with strong experience and knowledge in project management activities. The role would suit an individual with experience in a mid-senior management role with excellent communication skills and effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups, including senior government officials, business executives, and local communities. The ability to manage clients and meet deadlines is essential, along with a strong capacity to problem-solve and work independently.
The Project Manager should have at least five years of progressively responsible managerial, technical and/or project management experience, and hold a university degree, or equivalent years of experience in delivering projects related to inclusive economic growth and access to finance, specifically within the context of supporting micro and small enterprises (MSEs) in sectors such as agriculture, tourism, and manufacturing, is a key requirement. The candidate must possess strong writing, presentation, and reporting skills to prepare and submit a variety of reports, including bi-weekly, quarterly, and annual program reports, as well as annual work plans. A good command of G-Suite is also required.
