Proposal Engineer

SETS International is seeking to hire a Proposal Engineer for its Business Development & Strategic Growth Department. The selected candidate will be required to work for the subsidiaries of the Group across geographic areas and lines of service. The Proposal Engineer will be based in Beirut, Lebanon and will be reporting to the Tendering Manager.

The Proposal Engineer is responsible for preparing accurate and competitive pre-qualifications and proposals in line with client requirements. S/he will work closely with senior tendering staff and counterparts from relevant technical departments for the preparation and development of proposals and other pursuits.

• Analysis of Requests for Proposals and other client requirements
• Synthesis of client requirements to ensure compliance across involved stakeholders
• Coordination towards the successful implementation of the overall tendering process
• Development of proposal structure to ensure timely and accurate submission
• Research and identification of external partners, experts, sub-consultants, and client representative(s), as needed
• Support the technical teams in assessing and estimating proposals financial budgets
• Development of documents, including project sheets, presentations, and bios
• Manage and organize the tendering library (templates, forms, unit prices, etc.)
• Support the department in updating the BD Database (list of partners, affiliates, clients, etc.)

• Bachelor s degree in engineering, architecture, or a related field
• 0-3 years of direct experience in proposal preparation, preferably with a design / engineering consulting company or a management consultancy
• Strong organizational and time management skills
• Proficiency in the Microsoft Office and Google suites
• Strong writing skills, with particular experience in technical bid writing
• A detail-oriented self-starter who demonstrates inquisitiveness and strong work ethic, and eagerness to develop skills and build knowledge
• Strong communication skills with a knack for storytelling
• Strong analytical skills
• Ability to work both independently and collaboratively
• Proficiency in spoken and written English and Arabic
