Roles & Responsibilities
1.1 Job Scope Summary
The Quality, Health & Safety and Environmental Manager is responsible for the administration and continuous improvement of the company QHSE policies, and procedures, ensuring the plant operates in full compliance with corporate standards, UAE regulatory requirements and contractual obligations.
The role places strong emphasis on environmental compliance, including full ownership of the Plant Environmental Permit, emissions monitoring, regulatory reporting, and environmental performance management, particularly during plant start-up and operational ramp-up.
The HSEQ Manager ensures that all HSEQ elements of the Plant Environmental Permit are implemented, monitored, and maintained in accordance with regulatory requirements
1.2 Job Responsibilities
A. Environmental Management & Compliance
Ensure full compliance with Environmental Permit conditions, including emissions limits, monitoring requirements, and reporting timelines
Lead environmental readiness during plant start-up, and initial operation phases
Manage and oversee Continuous Emission Monitoring Systems (CEMS) and ensure data accuracy, calibration, and reporting compliance
Collect, validate, and submit environmental reports to regulatory authorities (e.g., ADOSH, Environment Agency)
Monitor air emissions, waste streams, water discharge, and environmental impact parameters
Ensure all environmental incidents, exceedances, and deviations are reported, investigated, and closed
Lead environmental audits, inspections, and regulatory visits
Maintain environmental records, permits, and compliance registers
Support environmental improvement initiatives, including emissions optimization and waste minimization
B. HSE Management & Risk Control (Streamlined)
Ensure HSEQ is managed in accordance with applicable laws, company standards, and procedures
Conduct incident investigations (HSE & environmental) and implement corrective actions
Perform internal audits and inspections; develop action plan
Support and approve HSE aspects of risk assessments (RA, MS, JSA)
Develop and implement HSE programs to reduce risks and incidents
Maintain HSE legal registers
C. Integrated Management System (IMS) & Governance
Establish, maintain, and improve the Integrated Management System (ISO 9001, ISO 14001, ISO 45001, ISO 50001)
Conduct management reviews and report IMS performance
Ensure all procedures, instructions, and documentation are controlled and updated
Collaborate with internal stakeholders to ensure consistent application of standards
D. Operations Support & Start-Up Readiness
Support plant operational readiness from an HSEQ and environmental compliance perspective
Ensure PTW, LOTO, and HSE controls align with operational and environmental requirements
Support shutdown planning and execution from a safety and environmental standpoint
E. Monitoring, Reporting & Performance
Collect, analyze, and report HSE and environmental performance data
Identify trends and drive continuous improvement initiatives
Ensure accuracy and traceability of environmental and emissions data
Prepare reports for management and regulatory submission
F. Training & Competency
Deliver HSEQ training, inductions, and awareness programs
Ensure competency of staff in HSE, PTW, environmental compliance, and emergency response
Provide training aligned with IFC Performance Standards
G. External Relations & Regulatory Interface
Act as the primary point of contact for environmental and HSE regulators
Manage environmental and HSE permit applications and renewals
Liaise with emergency services and external stakeholders
Represent the plant during regulatory inspections, audits, and compliance reviews

Desired Candidate Profile
1.3 Educational/Professional Qualifications/Training Certifications
Environmental or Engineering Qualification (Degree preferred)
or a relevant professional qualification e.g. NEBOSH General Certificate, NCRQ Certificate and Diplomas, or NVQ (level 4 or 5) equivalent
Desirable Certified ISO 9001, ISO 14001, ISO 45001, ISO 50001 Management Systems Internal Auditor and Auditing experience
1.4 Job Experience & Software Competencies
Minimum of 10 years QHSE experience preferably in Waste-to-Energy (WTE), power generation or similar industrial environments.
Proven experiencen in environmental permit management, emissions compliance (CEMS) and regulatory reporting
Strong knowledge of Integrated Management Systems (e.g., ISO 9001, ISO 14001, ISO 45001, ISO 50001)
Good Knowledge of UAE environmental laws and regulations
Having IOSH or similar qualification
Familiarity with IFC Performance Standards
Proficient or familiar with systems used for HSEQ management environmental monitoring, compliance and reporting, for e.g. :
HSEQ / Safety Management Systems: Intelex, Enablon, ETQ Reliance, IsoMetrix, Sphera
Environmental Monitoring & Compliance: EMS platforms (Environmental Monitoring Systems), CEMS interfaces, SCADA/DCS dashboards
Document & Incident Management: SharePoint, Aconex, MS Teams, Q-Pulse
Reporting & Analytical Tools: Power BI, Tableau, Advanced Excel
Risk & Incident Tracking: RiskWatch, Safesite, or similar EHS tracking software
Training & LMS Systems: SAP SuccessFactors Learning, Cornerstone LMS
