Roles & Responsibilities

Parsons is looking for an amazingly talented QA/QC Engineer (Structural & Civil Works) to join our team! In this role, you will ensure that all structural and civil works are executed in full compliance with project specifications, approved drawings, applicable codes and standards, and project quality plans, while supporting continuous improvement in construction quality and workmanship.

What You ll Be Doing:

  • Develop, implement, and maintain the Project Quality Plan (PQP) for structural and civil works.
  • Review specifications, drawings, method statements, ITPs, and applicable codes and standards.
  • Prepare and maintain Inspection & Test Plans (ITPs), checklists, and QA/QC procedures.
  • Ensure all quality documentation (RFIs, MIRs, NCRs, logs, and test reports) is controlled, updated, and properly maintained.
  • Perform and witness inspections across civil and structural activities
  • Earthworks, excavation, backfilling, and compaction
  • Reinforcement, formwork, concreting, and finishing
  • Foundations, slabs, beams, columns, retaining structures
  • Roads, pavements, drainage, and infrastructure works
  • Verify materials delivered to site comply with approved submittals and specifications.
  • Coordinate and witness laboratory and field testing (e.g., concrete, soil, asphalt, rebar tests).
  • Raise and track Requests for Inspection (RFIs) and maintain inspection logs.
  • Ensure all works comply with project specifications, approved drawings, and international/local standards (ACI, BS, EN, ASTM, AASHTO).
  • Verify subcontractor and supplier compliance with quality requirements.
  • Participate in internal and external audits and support closure of findings.
  • Identify, document, and report non-conformances (NCRs) and quality issues.
  • Lead root cause analysis and coordinate corrective and preventive actions.
  • Monitor effectiveness and ensure proper closure of NCRs and observations.
  • Liaise with clients, consultants, and third-party laboratories on inspections and testing.
  • Coordinate with site engineers, construction managers, planning, and procurement teams.
  • Attend quality, progress, and coordination meetings.
  • Provide technical QA/QC guidance to site teams and supervisors.
  • Prepare daily, weekly, and monthly QA/QC reports covering inspections, test results, and NCR status.
  • Maintain complete and traceable records including ITPs, RFIs, MIRs, test reports, and as-built documentation.
  • Support handover documentation and final quality dossiers.
  • Identify opportunities to enhance construction quality and QA/QC processes.
  • Deliver training and guidance to site teams on quality standards and workmanship.
  • Contribute to lessons learned and best practices for future projects.

What Required Skills You ll Bring:

  • Bachelor s Degree in Civil Engineering, Structural Engineering, or a related discipline.
  • Proven experience in QA/QC roles within infrastructure and construction projects.
  • Strong knowledge of:
  • Concrete technology, reinforcement, and structural systems
  • Earthworks, pavement layers, asphalt, and infrastructure works
  • Foundations and structural detailing
  • Familiarity with international standards (ACI, BS, EN, ASTM, AASHTO).
  • Experience preparing and implementing ITPs, method statements, and QA/QC procedures.
  • Ability to review drawings, bar bending schedules, and technical specifications.
  • Proficiency in MS Office and QA/QC documentation systems.
  • Strong communication and coordination skills across multidisciplinary teams.

What Desired Skills You ll Bring:

  • QA/QC certifications such as ISO 9001 or Certified Quality Engineer (CQE).
  • Experience working with consultants, EPC contractors, or major contractors on large-scale projects.
  • Familiarity with AutoCAD or similar engineering tools.
  • Membership in professional bodies (e.g., ICE, ASCE, or local engineering councils).
  • Strong analytical and problem-solving skills with a proactive approach to quality management.
  • High attention to detail, integrity, and ability to work under site pressures.
