Position Overview
The QHSE and Compliance Engineer will play a key role at the Roads and Transport Authority (RTA) in Dubai, overseeing the implementation and monitoring of management systems including ISO 9001, ISO 45001, ISO 14001, and ISO 55001. The role ensures full compliance with quality, health, safety, environmental, and asset management standards, while supporting performance improvement initiatives across the agency.

What You ll Do

* Oversee the implementation of Quality, Health, Safety, Environmental, and Asset Management systems across all operations and activities.
* Conduct periodic reviews of QHSE systems to identify improvement opportunities and propose corrective actions.
* Collect, analyze, and report on QHSE data, preparing dashboards and performance reports for senior management.
* Monitor operational KPIs, working with departments to ensure targets are achieved and corrective measures are applied.
* Lead recertification efforts for ISO 9001, ISO 45001, ISO 14001, and ISO 55001.
* Conduct health, safety, and environmental field inspections of service providers, reporting findings and recommendations.
* Support initiatives such as the Agency Excellence Program, including quality awards and innovation projects.
* Prepare and implement procedures and checklists for QHSE compliance.
* Participate in developing performance evaluation criteria for service providers and carry out field assessments.
* Draft SOPs, train employees, and ensure proper application of QHSE processes in daily work.
* Benchmark against industry standards to maintain high performance levels.
* Design and deliver training and workshops to raise employee awareness of quality and process improvement.
* Monitor regulatory changes in licensing, transport, and road sectors, ensuring compliance.
* Provide expert consultations and support to departments on compliance and risk management.
* Implement strategies to identify, assess, and mitigate risks, ensuring a robust risk management framework.
* Support information security and data protection policies within RTA.

Ideal Profile

* Bachelor s degree in Engineering (Industrial, Civil, or Mechanical), Business Administration, or Environmental Health and Safety.
* Master s degree preferred.
* At least 8 years of experience in quality, health, safety, sustainability, strategic performance, and excellence.
* Strong knowledge of ISO standards (9001, 45001, 14001, 55001).
* Experience in risk management, compliance monitoring, and regulatory frameworks.
* Excellent leadership, communication, and training delivery skills.
* Arabic language skills preferred.
