Job Description

Roles & Responsibilities

Planning & Preparation of Quality Activities:

  • Develop Quality Control Plans (QCP) and Inspection & Test Plans (ITPs) specific to each stage of civil works (concrete, reinforcement, earthworks, etc.).
  • Review project drawings and technical specifications to identify quality requirements and necessary tests.
  • Develop and prepare field inspection and test checklists and forms.

Site Execution & Monitoring:

  • Perform direct supervision and daily inspection of all civil works (excavation, concrete pouring, rebar installation, roadworks, etc.).
  • Conduct and witness field and lab material tests (soil tests, concrete slump tests, concrete cube tests, rebar tests).
  • Use various measuring instruments (e.g., laser levels, inclinometers, thickness gauges) to verify dimensional accuracy.
  • Document all inspection and test results with photos and reports

Handling Non-Conformities & Reporting:

  • Identify and raise Non-Conformance Reports (NCRs) for any non-compliant work or materials, and follow up on corrective actions until closure.
  • Isolate non-conforming work or materials and prevent their use until rectified.
  • Prepare daily and weekly quality reports on work progress and conformance rates for management review.
  • Attend and participate in quality meetings with contractors and the consultant engineer.

Auditing & Compliance Assurance:

  • Ensure all work is executed according to approved Standard Operating Procedures (SOPs) and quality plans.
  • Assist in internal audit processes to ensure activities comply with the Quality Management System (ISO 9001) and project requirements.

Review material certificates of compliance (COC) upon delivery and verify their validity.

Desired Candidate Profile

Bachelor's degree in Civil Engineering. A quality management certification (e.g., CQE) is a strong plus.

  • Minimum 3-5 years of hands-on experience in a quality engineer or site engineer role within construction projects (residential/commercial buildings, infrastructure, roads, etc.).
  • In-depth knowledge of local and international building codes (e.g., Saudi Building Code) and civil works standard specifications.
  • Full understanding of construction stages, methods, and testing procedures for various civil works.
  • Practical experience in preparing quality plans (QCP/ITP) and non-conformance reports.
