Job Description
Roles & Responsibilities
Job Description:
-
Participates in the interview and selection process (including hiring recommendations), and makes staffing assignments in accordance with schedule requirements.
-
Conducts performance evaluations and makes appropriate recommendations for required actions, including recommendations for advancement, changes in status, or disciplinary action.
-
Manages the salary administration process, including preparing the annual salary plan and recommending salary actions for merit increases and/or promotions.
-
Provides Quality Systems support using the Parsons Quality Management System as the basis for process development and optimization, procedure development, data collection and reporting and Quality Systems training.

Interfaces at senior and executive levels with regard to quality process improvement and re-engineering.
-
Participates in client pre-bid, bid or contract planning and preparation.
-
Establishes project/program Quality Systems and audits schedules, conducts audits, and facilitates corrective actions.
-
Performs independent audits in various areas and ensures compliance with QA/QC programs.
-
Reviews documents, witnesses audited activities, prepares checklists, performs audits, and prepares final reports.

Analyzes audit findings to determine program quality and identify trends.

Promotes a uniform Corrective Action/Preventive Action and Non-conformance tracking program.

Ensures compliance with Parsons and Client quality requirements.
-
Prepares project/program Quality manuals, plans, and procedures.
-
Verifies that Parsons and customers quality requirements are in compliance with quality standards and quality program requirements for products and services provided.

Collaborates in development and maintenance of project/program Quality Procedures and related documents.
-
Reviews Quality Manuals, documents, and implementation procedures to verify compliance with industry codes and standards, regulations and regulatory commitments.

Reviews from a quality perspective (and approves if required) documents prepared by internal or external organizations such as quality manuals and procedures, technical deliverables, test plans and procedures, purchase orders, and subcontracts.

Collaborates with management for quality activities with internal or external interfaces.

Performs statistical process control.

Provides technical guidance to lower-level Quality personnel, as needed.

Handles in qualification audits of suppliers of purchased items and services.
-
Coordinates and/or support efforts to maintain Parsons quality-related certifications.
-
Supports development and maintenance of corporate quality governance.
-
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:

Bachelor's Degree in Engineering, Construction, Project Management, Business or Quality discipline or related field (or equivalent work experience)
-
Preferred10+ years of work experience in Quality, or related field 5+ years experience in a supervisory, management, or lead capacity
-
Certified ISO-9000 Lead Auditor or ability to obtain within 6-months of hire.
-
ASQ Certified Quality Engineer or ability to obtain within 6-months of hire.
-
Other related certification(s) (e.g. CMQ/OE, CQA, or CQE).
-
(Preferred) Membership in a nationally-recognized Quality organization.
-
(Preferred) Professional Engineer /Architects registration, or ability to obtain within 6-months of hire.

Other related certifications may include, but are not limited to: Building Inspector, NQA-1 (nuclear auditor), NDT (ASNT), Welding Inspector (AWS), DOT

Requires strong leadership and supervisory ability and expert knowledge of Quality Management practices, processes and current technology

Requires thorough experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations

Clear communication, presentation, and interpersonal skills

Ability to analyze business situations (ROI, cost per unit)

Effective written, verbal, analytical, problem-solving, and risk assessment skills. Ability to make public presentations

Proficiency in Microsoft Office (Word, Excel, PowerPoint)

Attention to detail

Expert knowledge of ISO Quality Management Systems Standards

Ability to direct and manage staff and day to day activities as well as special projects to assure timely completion

Possesses working knowledge of one or more areas of industry such as infrastructure, government, aviation, process, or transportation.
