Job Description

Roles & Responsibilities

Prepare and review pre-tender and post-tender cost estimates, bills of quantities (BOQs), tender analyses, and contractor payment schedules for civil works (earthworks, foundations, structures, drainage, utilities, roads).

Administer contracts and subcontract agreements, ensuring compliance with contract terms, milestone payment schedules, retention, and performance bonds.

Measure progress and prepare interim valuation reports, monthly application for payment (AOP) submissions, and recommendations for release of payments to contractors and suppliers.

Assess and prepare variation orders, cost change proposals, and entitlement claims; perform entitlement and quantum analysis, prepare supporting documentation, and negotiate with contractors to reach commercial resolution.

Maintain cost control systems, update cost-to-complete forecasts, prepare cost reports, cashflow projections, and earned value inputs for project management.

Review contractor invoices, progress claims, subcontractor valuations, and final account submissions; ensure accuracy against BOQs, specifications, and site measurements.

Support procurement by preparing bill of quantities, schedule of rates, cost breakdowns, and evaluation of tender returns; provide input to subcontract scope definition and commercial strategy.

Coordinate site measurement activities, maintain measurement records, takeoffs from drawings and BIM models, and validate quantities for payment and reporting.

Participate in commercial meetings, progress meetings, and claims workshops; present commercial status, forecasts, and recommendations to project stakeholders.

Support final account negotiation, closeout, and handover including preparing reconciliation, settlement documentation, and release of final payments and retention as applicable.

Ensure commercial deliverables are compliant with project procedures, contract conditions, and client reporting requirements.

Desired Candidate Profile

Qualifications & Experience

  • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.

  • Minimum 7 years' experience in quantity surveying / commercial management on civil construction or infrastructure projects; experience on large-scale or heavy civils projects preferred.

  • Proven experience preparing BOQs, cost estimates, interim valuations, final accounts, and managing variations and claims.

  • Sound knowledge of construction methods for earthworks, foundations, structural works, drainage, utilities, and temporary works to derive accurate quantities and rates.

  • Familiarity with contract types, NEC/FIDIC/JCT or equivalent, and practical experience in contract administration and commercial risk management.

Technical Skills

  • Proficient with measurement and estimating software (e.g., CostX, Cubit, WinQS) and strong Excel skills for cost analysis and reporting.

  • Experience with commercial management systems, invoice workflows, and cost control tools; familiarity with Primavera P6 / MS Project for interface with planning teams is advantageous.

  • Ability to read construction drawings, specifications, BOQs, and BIM models to extract quantities and validate contractor submissions.

  • Knowledge of Earned Value concepts, cost forecasting, and basic accounting principles for projects.
