Roles & Responsibilities

Key Responsibilities

1. Cost Management & Estimation

  • Prepare detailed cost estimates and cost plans at various stages of project development (FEED, EPC, and execution phases).

  • Validate contractors cost submissions, claims, and variations against contract scope and deliverables.

  • Monitor project cost performance and forecast final costs (EAC, ETC).

  • Support value engineering and cost optimization initiatives.

2. Contract & Commercial Administration

  • Review and interpret contract terms, conditions, and obligations for both client and contractor agreements.

  • Manage change control processes, including identification, evaluation, and negotiation of variations and claims.

  • Ensure compliance with PMC and client commercial procedures.

  • Support tender evaluation, bid comparison, and recommendation processes.

3. Procurement & Invoicing

  • Coordinate with procurement and finance teams for progress measurement, certification, and payment approval.

  • Review and validate contractors invoices, progress reports, and supporting documentation.

  • Track commitments, expenditures, and forecast cash flows across the project portfolio.

4. Reporting & Documentation

  • Prepare regular cost and commercial reports for internal management and client review.

  • Maintain up-to-date cost databases, benchmarks, and project records.

  • Provide input to monthly progress and performance reports.

5. Risk & Compliance

  • Identify potential cost and commercial risks; recommend mitigation measures.

  • Support audits and ensure documentation aligns with company and client governance requirements.

  • Ensure compliance with local regulations, health, safety, and environmental standards.

Qualifications & Experience

Education:

  • Bachelor s degree in Quantity Surveying, Cost Engineering, or a related engineering discipline.

  • Professional accreditation (e.g., RICS, AIQS, or equivalent) preferred.

Experience:

  • Experience in cost engineering or quantity surveying, preferably in oil & gas or petrochemical projects.

  • Experience in PMC or EPC environment.

  • Proven experience in managing multiple projects within a portfolio setup.

  • Strong understanding of industry-standard contracts (e.g., FIDIC, NEC, bespoke EPC contracts
