Job Description

Roles & Responsibilities

JOB PURPOSE:

To manage all costs relating to construction and civil engineering projects from initial estimates to final accounts. Support all Technical Directorate quantity surveying activities related to projects. Act as QS for the department in order to effectively manage and minimize the costs relating to projects and enhance value for money whilst ensuring that the project meets all legal and quality assurance requirements and regulations.

KEY ACCOUNTABILITIES:

  • Prepare preliminary cost estimates and plans of development project.
  • Preparing detailed cost estimates for construction projects.
  • Prepare financial statement of regular intervals during construction.
  • Forecasting and controlling project budgets
  • Prepare and execute formal contract.
  • Performing feasibility and cost-benefit analyses.
  • Supporting planning and scheduling with cost implications
  • Prepare tender and contract documents, including bills of quantities.
  • Advice on cost estimates regarding design development project.
  • Advice on procurement, tendering, contract procedures and arrangement.
  • Evaluate tenders received in form of tender reports
  • Review, Evaluate & Analyzing contractors’ bids & quotations
  • Conduct site measurements and verify work progress for payments.
  • Evaluate work progress on site for Interim &Final payments
  • Maintain material suppliers database.
  • Liaise with project manager, engineers, and contractors to ensure cost control measures are in place
  • Assess tender document to ensure sufficient information available to prepare tender
  • Take off quantities.
  • Ensure change management control and evaluate variation orders as per the contractual obligation.
  • Monitor and control project costs to ensure alignment with budgets.
  • Maintain accurate and up-to-date records of project expenditures.
  • Managing contract variations and claims
  • Settle final project accounts.

Follow all relevant divisional policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.

Comply with all relevant quality, health, safety, and environmental guidelines, policies and procedures, report incidents and hazards in a timely manner, and reduce consumption of natural resources to assist in protecting the environment and ensuring a healthy and safe work environment.

Ad-hoc Requests

Perform additional duties in line with the current role, as and when requested by the Construction Manager.
