Job Description
Roles & Responsibilities
Construction Phase Commercial management
Administer construction contracts in accordance with contract conditions.
Advise the client on contractual rights, obligations, and risk exposure.
Prepare and manage contractual correspondence.
Maintain contract registers (notices, claims, variations, bonds, insurance).
Cost Control & Budget Monitoring
Establish and maintain a comprehensive cost control system.
Monitor approved budgets vs. committed and actual expenditures.
Prepare monthly Cost Reports including:
- Cost variance analysis
- Forecast at Completion (FAC/EAC/ETC)
- Cash flow projections
- Contingency utilization
Advice on financial risk mitigation strategies
Advice on the Value Engineering and optimization of the Project Cost
Interim or Milestone Payment Certification
Review and evaluation
Interim Payment Applications
Measurement of Works under specified Method of Measurements
Activity Schedules
Milestone-based valuations
Detail breakdown of PC, PS, NSC adjustments and the like
Provide recommendation for payment certification.
Validate retention, advance recovery, and tax compliance
Provide accurate measurements for work items to client upon request
Assist in ordering the material procurement
Variations & Change Management
Evaluate Variation Orders including
Rate analysis
Star rates / First Principles
Dayworks
Prolongation cost
Assess time and cost implications.
Maintain Variation Register.
Advice on approval strategy and financial exposure
Claims & Dispute Management
Review Contractor claims (EOT, prolongation, disruption, loss & expense).
Provide independent assessment and recommendation.
Prepare rebuttals and contractual position papers.
Support negotiations and dispute resolution proceedings
Procurement & Subcontract Commercial Review
Review of subcontractor commercial packages where required (Both NSC and Domestic).
Advice on procurement risk allocation.
Support commercial evaluation of tenders (if required during phased work).
Commissioning & Handover
Review final account submissions.
Assess and negotiate Final Statements.
Certify Final Payment Certificates.
Validate release of retention and performance securities.
Confirm settlement of all contractual claims prior to project close-out.
Defect Liability
Monitor financial exposure during DLP.
Evaluate claims related to latent defects or warranty disputes.
Certify final financial closure upon issuance of Defects Liability Certificate.
Prepare Final Commercial Closure Report including:
- Final project cost summary
- Variation analysis
- Claims summary
- Lessons learned
Coordination
Attend coordination meetings and value engineering workshops
Interface with all Project stakeholders such as Design consultants, Supervision Consultant, client PM, Main and subcontractors, Suppliers and authorities
Highlight clashes or discrepancies across disciplines
Provide technical/commercial clarification and comment resolution tracking
Desired Candidate Profile
Bachelor Degree in Quantity Surveying or related.
Experience in delivering Post Contract Cost Management services internationally with a minimum of 5 years experience in this role.
Minimum 3 years of local experience in the same position on large-scale development projects in Oman.
Knowledge / experience in FIDIC & Oman Standard Conditions of Contract.
Ability to advise clients on project costs.
Effective and efficient knowledge of a range of project procurement options and services.
Ability to contribute to the development of our long-term strategic relationship with our key client and improve our ability to win repeat commissions.
Understanding of client s core objectives and managing all Pre and Post Contract facets of a project to ensure a successful delivery.
Ability to work as part of a team of dynamic individuals and possess excellent communication skills.
Knowledge and understanding of component parts of a project and overall construction costs.
Ability to maximise valuation of variations and change orders.
