Job Description

Roles & Responsibilities

Parsons is looking for an amazingly talented highly experienced Senior Quantity Surveyor to join our team in the Tabuk region. The successful candidate will be responsible for the end-to-end commercial management of major construction and infrastructure packages. This role requires a strategic thinker who can navigate complex contracts, manage multi-million dollar budgets, and ensure cost-certainty across the project lifecycle.

What You'll Be Doing:

  • Commercial Management: Oversee all commercial aspects of construction projects, ensuring they are delivered within budget and in accordance with contractual obligations.

  • Contract Administration: Manage FIDIC-based contracts (or similar), providing expert advice on contractual claims, variations, and dispute resolution.

  • Cost Control & Reporting: Lead the preparation of cost estimates, budget forecasts, and monthly commercial reports. Monitor Key Performance Indicators (KPIs) to track financial health.

  • Procurement & Tendering: Manage the tendering process, including the preparation of Bills of Quantities (BoQ), tender evaluation, and recommendation reports.

  • Valuations & Payments: Review and certify monthly progress applications from contractors, ensuring accuracy and compliance with work performed on-site.

  • Change Management: Evaluate, negotiate, and finalize variation orders and change requests, minimizing financial risk to the client.

  • Risk Mitigation: Identify potential commercial risks early and develop mitigation strategies to safeguard project objectives.

What Required Skills You'll Bring:

  • Experience: Minimum of 10 years of experience in Quantity Surveying, with a significant portion dedicated to large-scale infrastructure or heavy civil engineering projects.

  • Education: Bachelor s Degree in Quantity Surveying, Civil Engineering, or a related field from a recognized institution.


What Desired Skills You'll Bring:

  • Expertise in FIDIC suite of contracts.

  • Proficiency in industry-standard software (e.g., CostOS, Candy, or Primavera).

  • Advanced Excel skills for complex data analysis.

  • Regional Experience: Previous experience working in Saudi Arabia or the wider Middle East is strongly preferred, particularly on "Giga-projects" or major land developments.

    Competencies:

  • Strong negotiation and influential skills.

  • Excellent command of written and spoken English.

  • Ability to work in remote or challenging environments within the Tabuk region.

Minimum of 10 years of experience in Quantity Surveying, with a significant portion dedicated to large-scale infrastructure or heavy civil engineering projects.

Bachelor s Degree in Quantity Surveying, Civil Engineering, or a related field from a recognized institution.
