Job Description

Roles & Responsibilities

We are seeking an experienced Quantity Surveyor with strong Pre- and Post-Contract expertise to support large-scale Infrastructure projects. The ideal candidate will have extensive experience in cost planning, contract administration, and commercial management within the Middle East construction environment.


Pre-Contract Responsibilities

  • Prepare detailed cost estimates, BOQs, and tender documentation for infrastructure projects (roads, highways, utilities, bridges, rail, etc.)

  • Conduct feasibility studies, cost planning, and value engineering exercises

  • Evaluate tenders, perform commercial analysis, and assist in contract negotiations

  • Review drawings, specifications, and scope documents to ensure accuracy and completeness

  • Support procurement strategy and subcontractor selection


Post-Contract Responsibilities

  • Manage contract administration in accordance with FIDIC and local contract forms

  • Monitor and control project costs, cash flow, and budgets

  • Assess and certify interim payments and final accounts

  • Evaluate variations, claims, and change orders

  • Prepare and negotiate contractual claims, extensions of time (EOT), and settlements

  • Coordinate with project teams, consultants, and clients to resolve commercial issues

  • Ensure compliance with company commercial procedures and reporting standards

Desired Candidate Profile

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or Construction Management

  • Minimum 10 years of overall experience, including at least 5 years in the Middle East

  • Proven experience in Infrastructure projects (roads, highways, utilities, metro, airports, bridges, etc.)

  • Strong Pre- and Post-Contract exposure

  • In-depth knowledge of FIDIC contracts and Middle East construction practices

  • Experience working with consultants, government authorities, and main contractors

  • Professional certifications (RICS, MRICS, PMP) are an advantage


Skills & Competencies

  • Strong commercial and contractual acumen

  • Excellent negotiation and communication skills

  • Advanced proficiency in cost control, cost reporting, and forecasting

  • Ability to manage multiple stakeholders and tight deadlines

  • Proficient in MS Excel, cost management software, and ERP systems

  • Strong analytical and problem-solving abilities
