Roles & Responsibilities

Duties and Responsibilities

  • In coordination with the Palestinian Embassy in Cairo and the Relief and Social Services Department, receives Palestine refugees from Syria (PRS), guides them on the registration documentation required, and assists them in creation of their e-account, enabling them to submit registration applications and/or downloading their Family Registration Card.
  • Informs PRS about and helps those that qualify access available assistance and services while in Egypt, as well as coordinates with relevant departments and service providers to respond to PRS needs or address complaints where feasible.
  • Keeps a detailed record of PRS received, their various issues and assistance/referral provided and assists the Supervisor in the provision of disaggregated data on PoCs and their issues as needed; maintains accurate records and files for further follow up.
  • Serves as the office focal point and proactively follows up with partners including IOM, UNCHR, WFP, ERC, the Palestinian Embassy and other stakeholders to ensure coordination of support and timely responses to enquiries.
  • Participate in relevant interagency groupings and identifies services providers to ensure that PRS are included in policy discussions and to enhance assistance opportunities. Provides input to relevant studies, questionnaires and reports in close coordination with relevant HQ departments; draft correspondence to relevant stakeholders with a view to addressing vulnerabilities.
  • Maintains and expands a network of service providers to ensure an effective referral mechanism and timely support for the target group in response to their evolving needs. This includes managing the office hotline to respond to inquiries and ensure timely dissemination of accurate information through SMS, WhatsApp, and other relevant communication channels; logging new requests for assistance and coordinating referrals to trusted partners where relevant, maintaining accurate and disaggregated referral records and monitoring protection-related trends and developments, providing timely reporting to head of office, and support coordination with partners to ensure target groups are included in relevant policies, services, and assistance frameworks.
  • In close coordination with the External Relations and Communication Department (ERCD) staff and UNHCR, supports implementation of ongoing assistance agreement(s) and undertakes close monitoring of their implementation with a view to ensuring continuity.
  • Follows up with other Departments and stakeholders and prepares statistics and figures, and reports for internal and external use.
  • Stays abreast of political, social, economic and cultural developments in Egypt / the region that have an impact on the protracted refugee situations protection environment in Egypt and brings important developments to the attention of the Supervisor, who under his/her guidance, consults with the Protection and Legal Departments as appropriate and takes actions as required.
  • Perform other duties as may be assigned by the supervisor.

Desired Candidate Profile

A university degree from an accredited educational institution in refugee affairs, law, public or international relations or related fields.

At least five years' experience of working with refugees, vulnerable migrants or people with complex needs is required.

Experience in law or public affairs, including experience in a multicultural environment is required.

Experience in inter-Agency coordination and cooperation is required.

Excellent command of written and spoken English and Arabic.

Experience and proficiency in operating personal computers and standard software. Applications used by the Agency such as Office 365 and other tools is required.

DESIRABLE QUALIFICATIONS

Familiarity with the UN system and Middle East and the Palestine refugee issue.

Understanding of the challenges faced by Palestine refugees in Egypt.
