Monitoring Evaluation, Research & Learning Programme in Yemen (MERLY) seeks an experienced Rural Livelihoods Expert to provide technical advisory support with a particular emphasis on Yemen.
This role is on a consultancy basis, providing input on short to medium term assignments
The ideal candidate will be based in Yemen, Jordan, or a neighbouring country in the region

The ProgrammeMERLY is a 3-year FCDO-funded programme led by Tetra Tech International Development that aims to provide comprehensive monitoring, evaluation, research, and learning for FCDO programmes in Yemen. The purpose is to enhance the efficiency and effectiveness of UK support by fostering connectivity across Official Development Assistance programmes and diplomatic activities while maintaining flexibility to adapt to changing contexts and portfolio needs.
MERLY is implemented across three workstreams: (1) independent monitoring to ensure aid delivery and accountability, (2) research and analysis to align programmes with the evolving Yemeni context and evaluate strategic effectiveness, and (3) portfolio learning to assess programme validity, efficiency, and impact, ultimately driving continuous improvement and knowledge sharing across all programme activities.
The RoleTetra Tech is seeking a skilled and experienced Rural Livelihoods Expert to provide specialized advisory inputs to monitoring and evaluation of rural livelihoods programming in fragile and conflict-affected contexts, with particular emphasis on Yemen. Input will be provided via short- and medium-term consultancy assignments.
Responsibilities include:
Critical review of review of the design, planning, and implementation of rural livelihoods programmes in fragile and conflict-affected states by various implementing partners, ensuring alignment with donor strategies and sector best practices.
Assessment and analysis of rural livelihoods systems, value chains, and socio-economic dynamics in target areas, with a focus on conflict sensitivity and resilience building.
Critical review of programme frameworks, strategies, and operational plans that enhance sustainable livelihoods, food security, income generation, and economic recovery.
Advise on the integration of livelihoods programming with broader humanitarian and development initiatives, including cash transfers, social protection, market systems development, and natural resource management.
Advise on improving capacity building for implementing partners, government agencies, and stakeholders on rural livelihoods approaches and methodologies.
Monitor and evaluate the livelihoods-related aspects of programme performance, including providing technical inputs to outcome measurement and impact assessments, to inform adaptive management and learning.
The PersonThe ideal candidate will have a strong background in rural development and livelihoods enhancement, coupled with experience working with multiple donor agencies in complex environments and a proven track record in monitoring and evaluation of rural livelihoods programming in fragile and conflict-affected contexts. Demonstrable experience in the review of rural livelihoods programmes including their design, planning, and implementation as well as programme frameworks, strategies, and operational plans that enhance sustainable livelihoods, food security, income generation, and economic recovery. Experience providing recommendations to improve coordination between donors, UN agencies and other stakeholders is essential as is the ability to write high quality reports.
Essential:
Advanced degree in Rural Development, Agricultural Economics, International Development, or a related field.
At least 7 years of progressive experience designing and managing rural livelihoods programmes in fragile and conflict-affected settings.
Demonstrated expertise in rural livelihoods, food security, value chain development, and resilience programming.
Proven experience working with major donor agencies including FCDO, USAID, World Bank, UN agencies.
Strong understanding of the socio-economic and cultural context of rural communities in conflict-affected environments.
Fluency in English (spoken and written)
Excellent analytical, communication, and report-writing skills.
Ability to work independently and collaboratively in multicultural, multidisciplinary teams.
Willingness and ability to undertake field missions in challenging, insecure contexts.
Desirable
Deep understanding of rural livelihood programming in Yemen and experience in other FCAS countries.
Arabic language skills
Based in Yemen, Jordan or a neighbouring country in the region.
