Roles & Responsibilities

Duties and Responsibilities

Monitor the security compliance of UN premises and international staff residences.

  • Addresses any breaches of security procedures in the UN Premises promptly and report same to the supervisors.
  • Assists the Premises Secuirty Officer, Area Security Adviser and Field Security Coordination Officer in collecting, updating, and communicating information regarding the security situation in the duty station:
  • Provides support in conducting security evaluations and advice on residential security measures of UN staff and the latest trends and threats to staff safety and security.
  • Conducts physical security inspections of facilities.

Support the Office in implementing the Security Plan, Contingency Plans, Business Continuity Management, and the UN Security Framework.

  • Supervises the Security Guard Unit as delegated by the Security Guard Unit Supervisor.
  • Contributes to the Secuirty Guard Unit Supervisor, Premises Security Officer and/or Field Security Coordination Officer (FSCO) and/or Area Security Adviser, UNDSS duties in office management procedures and/or supervises a Security Unit, as needed;
  • Assist the Guard Unit Supervisor in the management and supervision of the GU and acts as the overall manager and supervisor of the Guard Unit in the absence of the GU Supervisor, reporting to Premises Security Officer, FSCO, ASA.
  • Maintains regular contacts with Security Focal Points of UN agencies in the duty station.
  • Assists in translating the area Security Plan, including updating staff lists for the duty station.
  • Supports actions during the implementation of the Security Plan, as required.
  • Assists with monitoring the implementation of security measures as recommended in the Area Security Risks Management (SRM) process for the duty station.
  • Assists in reporting security incidents affecting UN staff, offices, and assets and in preparing security reports, such as the Security Incident Report and other Security Assessments.
  • Establishes and maintains the warden system and keeps updated information on UN offices and residences.
  • Administers access control system including pass and ID.
  • Maintains liaison with commercial companies used for UN security at offices and residences to facilitate the effective and efficient use of the guards. Provides general administrative assistance:
  • Maintains routine and confidential correspondence files/documents.
  • Maintains a database of contact details of host country security authorities.
  • Arrange appointments, receive visitors, place and screen telephone calls with discretion, and take meeting minutes and notes.
  • Ensures that fire prevention devices and fire-fighting equipment are available on the premises;
  • Reviews fire evacuation plan and coordinates fire drills and training as necessary;
  • Assumes responsibility for guard unit management; monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
  • Supervises the investigation of security-related incidents involving UN personnel, project personnel or contractors working in the UN premisies.
  • Participates in the planning process of protective services for Senior UN Officials, as necessary;
  • Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment;
  • Inspects security equipment and ensures minimum equipment requirements are purchased, maintained and deployed;
  • Supervises the issuance of identity cards, background checks and entry controls, as appropriate;

Provide support in keeping UN management and personnel informed on security matters affecting UN programmes, the UN Premises and its personnel.

  • Provides support in organizing and conducting training courses on security awareness and preparedness, as well as providing security orientation to newly assigned staff members.
  • Conduct security briefings for all the staff visiting the duty station.
  • Identifies gaps in existing capabilities of the Secuirty Guard Unit and recommends amendment accordingly;
  • Briefs the Premises Security Officer, FSCO and/or ASA on the status, activity and requirements of the unit.

The incumbent shall perform other duties within their functional profile, as deemed necessary, for the efficient functioning of the of the Office, Organization and the Guard Unit (GU).

Institutional Arrangement

Under the guidance and supervision of the Security Guard Unit Supervisor, UNDSS, the Security Associate will be responsible for the above mentioned tasks.

Required Skills and Experience

Education:

  • Secondary education is required.
  • A university degree (bachelor s degree) in Political Science, Military Studies, Security Management, Management or a relevant field will be given due consideration, but is not a requirement.
  • Applicable security, police and/or military training is desirable.

Experience:

  • Minimum of 6 years (with secondary education) or 3 years (with bachelor s degree) of progressively professional experience in providing security services, including experience working in a police, military or other governmental, private or international organization security service, or relevant field is required.
  • Demonstrates excellent knowledge of security issues, particularly managing premises security.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc), database packages, Power BI and other computer based, web and smartphone applications.
  • Demonstrates excellent knowledge of premises security protocols.
  • Experience in the use of radio communications systems and knowledge of Country security codes.
  • Prior relevant working experience within the UN system, embassy, an international organization or an international NGO is desirable.
  • Valid driving license.
  • Ability to perform physical tasks.

Required Languages:

  • Fluency in English and Arabic or Kurdish languages is required

Professional Certificates:

  • Relevant training and professional accreditation in areas such as Relevant technical or vocational certificate in areas such as fire safety, fire protection, security and information security is considered is desirable.
