Job Description
Roles & Responsibilities
The main scope of the position of Security Manager is to provide safety and security to the team in Gaza Strip. The Security Manager is in charge of the Safety, security, movement and Access Management.
KEY RESPONSIBILITIES AND DUTIES
1) Safety, security, movement and Access Management (80%)
a)Assessment and reporting on the Gaza Strip security situation, through consultation with primary and secondary sources.
- Ensure the safety and security of the premises used by CESVI s staff in the Strip.
- Regular consultation of media, dedicated reports of security websites, data, external analysts, etc
- Pro-actively participate in country security coordination cells, mechanisms and forums (INSO, UNDSS, GSSWG, etc), contributing to the work of task forces and other information sharing and analysis activities.
- Assess locations targeted by CESVI program and field visits, and suggest ad-hoc risk mitigation strategies
- Develop and maintain multi and bilateral relationships with relevant security actors of other INGOs, UN and government institutions (embassies, donors, etc)
- Inform the Head of Mission of any imminent threats that may impact the security of the staff or development of the activities.
- Monitor sources of alerts and security information (whatsapp and telegram groups, INSO, UNDSS and GSSWG groups and emails), inform in real time the potentially concerned team members, and suggest risk mitigation measures
- Promote acceptance by developing and maintaining relationships with relevant field actors, local authorities, community leaders, elders, etc.
- Produce periodical and ad hoc analysis reports, on the relevant situational context (Political/Military)
- Organize periodical or ad hoc staff meetings to update on the relevant situational context.
- Prepare incident reports for security purposes.
b) Review and monitor the implementation of Safety and Security Plans, Standard Procedures, Contingency Plans, guidelines and practical instructions to implement the principles stated in the Security Policy and internal Codes of Conduct
- Periodic and ad hoc update of Safety & Security plans.
- Perform Risk Analysis for the major threats and vulnerabilities identified in the country or place of work and prospective new areas, including accessibility to specific areas and site assessment.
- Conduct risk assessments of contracted and prospective offices and residences.
- Conduct field trips and risk assessments of prospective new areas of intervention and/or transit.
- Develop a proper Risk Reduction Strategy to prevent and react to incidents and accidents.
- Review and update Standard Operational Procedures for risk prevention.
- Review and update Contingency Plans for risk mitigation.
c) Learning, Sharing and Training Activities
- Coordinate the National Security Team.
- Conduct induction meetings for newly recruited staff.
- Identify and coordinate external training for national and international staff.
d) Monitoring implementation of CESVI policies related to Security.
- Monitor the implementation, respect effectiveness and adequacy of CESVI Safety Security plans and procedures.
e) Contribution to Program and Budget Planning
- Formulate the paragraphs related to safety and security in the new project.
- Formulate the yearly budget for Safety & Security.
2) Support Logistics department (20%)
- Support and supervise the staff movements in Gaza including the type of transportation, days and timing of the movements, accommodation, and fleet chart of the organisation ensuring the safety of CESVI staff.
- Support the local partners involved in the implementation of CESVI s programs on improving the security plan and coordinate with them on the movements into the front-line zones.
- Assist with the preparation and provision of the needed documentation for the visa and residency applications for expat staff.
- Contribute to the identification and selection of new offices and guesthouses in the country.
- Supervise the use of CESVI s vehicles, filed trip requests and driver performance, the provision of incident reports from the staff involved.
Desired Candidate Profile
QUALIFICATIONS:
- Bachelor s degree in safety and security, engineering, management, or other similar sectors.
- Minimum 5 years of experience in the humanitarian and development sector, with roles and tasks related to security management.
- Previous experience in highly volatile and active-conflict contexts is needed.
SKILLS:
- Strong writing and communication skills in English. Knowledge of Arabic is an asset.
- Strong interpersonal skills, specifically negotiation and diplomacy skills
- High flexibility and ability to lead and work autonomously.
- Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel).
- Demonstrated skills in writing reports, best practice, case studies, and lessons learned.
- Ability and willingness to work in remote and isolated locations with ever-changing security scenariosStrong interpersonal and communication skills and ability to facilitate a collaborative environment among colleagues and stakeholders to promote effective coordination.
- Excellent problem-solving and analytical skills.
- Self-motivated, able to take the initiative, resilient, and able to work independently
- Demonstrated attention to detail, ability to follow procedures, and meet deadlines.
