Job Description
Roles & Responsibilities
Job Purpose:
The Security Officer supports the safe implementation of World Vision Lebanon programs by monitoring the security environment, conducting risk assessments, and ensuring the application of organizational security policies and procedures. The role provides timely security analysis, supports staff movement safety, strengthens incident management systems, and ensures that minimum-security standards are implemented across all operational areas. The position contributes to maintaining a strong security culture within the organization and enables safe access to communities during volatile or high-risk contexts.
Security Risk Monitoring and Analysis
- Monitor and analyze the security situation across Lebanon and areas of operation.
- Conduct Security Risk Assessments (SRA) and Context Risk Ratings (CRR) where required.
- Produce weekly and ad-hoc security updates to inform operational decision-making.
- Maintain an updated security risk map for all operational areas.
- Track incidents affecting staff, partners, or operations and ensure timely reporting.
Staff Safety and Movement Management
- Monitor staff movement tracking systems and ensure staff compliance with movement protocols.
- Provide security briefings to staff, visitors, consultants, and partners.
- Support field teams in conducting safe program activities and field movements.
- Advise on safe travel routes, checkpoints, and movement restrictions where required.
Security Planning and Incident Management
- Support the development and implementation of security management plans and contingency plans.
- Support evacuation, relocation, and hibernation planning when required.
- Ensure the application of Minimum Security Standards (MSS) across offices and operational sites.
- Maintain incident reporting mechanisms and follow up on investigations when needed.
Coordination and External Liaison
- Liaise with NGO security networks, UN agencies, and relevant authorities.
- Participate in security coordination meetings and share relevant updates internally.
- Maintain professional relationships with local authorities when required to facilitate safe operations.
Capacity Building and Security Culture
- Provide security awareness training to staff and field teams.
- Promote adherence to security policies and safe operational practices.
- Contribute to building a positive security culture across the organization.
Desired Candidate Profile
Minimum Requirements:
- Bachelor s degree in security management, international relations, political science, risk management, or related field.
- Minimum 3 5 years of experience in security management, preferably within NGOs or humanitarian organizations.
- Experience conducting security risk assessments and incident management.
- Experience operating in volatile or high-risk environments.
- Regular travel to field offices and program locations across Lebanon.
- Ability to travel frequently to field offices and operational areas across Lebanon, including locations with limited infrastructure.
- Ability to work in dynamic and potentially high-risk environments, including during security incidents or emergency situations.
- Ability to conduct field security assessments, including visiting project sites, offices, and community locations.
- Capacity to respond to urgent security situations outside standard working hours when required.
- Ability to sit and work at a computer for extended periods to monitor security information and prepare reports.
- Previous experience working in humanitarian or development organizations, preferably within security or access management roles.
- Strong understanding of the Lebanon security context, including political dynamics, conflict sensitivity, and access considerations.
- Experience coordinating with UN agencies, NGOs, security networks, and local authorities.
- Training or certification in security risk management, safety and security, or crisis management.
- Experience in incident reporting, security analysis, and contingency planning.
- Knowledge of humanitarian security standards and duty of care principles.
- Strong analytical, communication, and interpersonal skills with the ability to provide clear security advice to operational teams.
