Job Description
Roles & Responsibilities
PURPOSE
The Security & Safety Officer advises the Delegation management on potential risks to the ICRC and supports the management in ensuring the proper functioning of the Delegation s security management system.
RELATIONSHIPS
Internally, interacts with the ICRC Delegation and in the region / GVA
Externally, interacts with a network of interlocutors related to ICRC security & safety (local force authorities with limited scope), including specifically Movement partners (ERC, IFRC and PNS) and other humanitarian organizations present in Cairo.
GENERAL DUTIES
Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
Understands and adheres to the ICRC Code of Conduct.
Understands the roles of the components of the International Red Cross and Red Crescent Movement.
Respects and observes staff regulations and security rules at all times.
Represents the ICRC in a professional manner at all times.
Understands the requirements to maintain neutrality, impartiality, and independence by ensuring required levels of discretion and confidentiality in representing and performing tasks for and in the interest of the ICRC.
Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
Provides security & safety support at the Delegation
Together with the FSCMCo, develops security rules and relevant security, safety and crisis management protocols and ensures periodic reviews and compliance.
Develops monitoring tools for a number of security-related issues (incidents, passive security measures, car movements, etc.).
Contributes to institutional frameworks (Safer Access) and other support needs for Red Cross / Red Crescent movement components such as Egyptian Red Crescent, other national societies supported by the delegation, and other members of the movement, as required by the delegation s management.
Ensures and/or oversees the implementation of specific security and safety risk mitigating measures, including in premises and during field movements.
Contributed to Duty of Care requirements of the institution.
Proactively support and calls for meetings of security working groups while providing technical expertise and follow-up.
Proactively requests technical support from management and technical line to ensure quality of frameworks and access to information on specific m tier standards.
Assesses the adequacy and effectiveness of existing policies, procedures and practice relating to safety and security risk management, and/or related aspects within capacity building.
Ensures that all new staff and visitors receive oral & written briefing on safety and security measure.
Provides management with updates on evolutions and elements which can directly impact the security and safety of personnel.
Keeps close contact with relevant departments to enforce and adjust security protocols in a timely manner (i.e., staff debriefings and other support).
Ensures that field movements are monitored (through radio communication, mobile phones or other means), working in coordination with the Car Dispatch.
Ensures vehicles are equipped with First Aid kit and staff are equipped with appropriate communication equipment (Satellite phones in areas were mobile phone coverage is limited or prone to disruptions) and know how to use them.
Provides support to staff on security related matters, and is a SAFE training relay for non-English speakers.
Supports management and personnel on incident management and reporting (includes ad hoc SCMS reporting).
Provides technical support to Guards, as/if requested.
Contributes to monitoring and knowledge of areas of ICRC operational footprint.
Organizes relevant safety and security drills and identifies additional training needs.
Keeps him/herself updated on ICRC security tools and processes
Ensures and/or contributes to timely update of security related tools and documents.
Contributes to updates Risk Assessment, Security Rules, Key documents, Contingency plans.
Contributes to MSR quarterly updates.
Oversees the quarterly update of the Welcome file (Security and Safety section).
Maintains updated at all times the member list of the CAI Security Alerts Signal group. Sends relevant context and security information to the group, in coordination with the FSCMCo/MGMT team.
Oversees the adequate follow up of the Welcome s staff tracking sheet, guaranteeing the good functioning of internal procedures, and ensuring adequate register of the whereabouts of all ICRC staff under the ICRC s Duty of Care.
Ensures all incidents (including near misses ) are reported timely in the SMIP, using the ICRC incident reporting format.
Develops an effective functioning protocol for security guards to comply with (Entry/Exit, screening, visitor handling, movement of material, compound security, etc.).
Ensures contingency plans, evacuation plans, are in place and up to date and that staff are trained on how to behave in case of emergency (Fire/Medical evacuation, mass demonstrations, natural disasters, etc.).
May be asked to support in prepared of CIM drills for critical incident management.
Ensures systematic capacity building of the security and safety department, and follows up together with HR the capacity building agenda for all staff working in CAI Delegation, ensuring compliance with mandatory security trainings schedule.
Desired Candidate Profile
CERTIFICATIONS / EDUCATION and EXPERIENCE REQUIRED
Minimum of 7-10 years of experience working in the security management field.
Bachelor Degree or Higher university degree.
Accreditation in field of risk/crisis management a strong asset
Security / safety management background preferred, experience in crisis management a strong asset
Background in humanitarian environments and operations.
High level of organizational skills and the ability to work under pressure and strict deadlines
Fluent knowledge of English and Arabic.
Computer literacy (word, excel, powerpoint)
Proven risk management skills, practical experience with risk management methodologies
