Job Description
Roles & Responsibilities
The Consultant will be responsible for the following tasks:
- Conduct an integrated, participatory, and multi-sectoral assessment of 3 municipalities Tetouan, Chefchaouen and Al Houceima to identify the most vulnerable neighborhoods in each of the municipalities
- Conduct site- specific risk assessments of the 3 identified neighborhoods, including identifying hazards, vulnerabilities, development of scenarios and determining adaptation actions
- Facilitation of at least 2 regional consultation and 3 local consultation workshops in the 3 selected municipalities, involving local authorities, civil society organizations, community leaders, women and youth representatives, to ensure participatory identification of the most vulnerable neighborhoods.
- Facilitation of 3 neighborhood-level consultation workshops with the local communities of the 3 selected vulnerable neighborhoods to comply with the environmental and social safeguards and gender policy of the AF and identify the needs and potential risks/impacts of project activities
- Develop the implementation framework (logical framework with detailed inputs and activities), risk management, and monitoring & evaluation, the financial planning and disbursement schedule
- Develop consolidate and finalize the full project proposal to be submitted to the Adaptation Fund.
- Revise the project document based on comments raised by the Adaptation Fund.
Desired Candidate Profile
Advanced university degree (Masters or equivalent) in environmental science, natural resources, civil engineering, sustainable urban development, or other related fields. A first degree with 2 additional years of experience may be accepted in lieu of an advanced degree is required. A minimum of 5 years of relevant work experience in the area of climate risk/climate change is required. Proven experience working with and supporting governments and UN agencies is required. Good understanding of climate change, the human development habitat sector, environmental management, adaptation, vulnerability and impacts, and other related topics is required. Proven experience in submitting projects to donors is required. This experience may include: climate change, climate change vulnerability and risk analysis including the housing sector, climate change adaptation program formulation, coordination of multi-sectoral initiatives, development planning and budgeting, development management, public administration and other related initiatives. Excellent writing skills and experience in producing studies and analytical reports is an advantage.
