Job Description

Roles & Responsibilities

1. Operating Model Design
  • Design and develop the end-to-end operating model (governance, processes, and technology enablement).
  • Define the organizational structure, maturity model, and compliance ladder.
  • Establish certification frameworks and accreditation mechanisms.
  • Develop a phased implementation and rollout strategy, including pilot entities.
2. Governance Framework Development
  • Design governance structures, decision-making models, and oversight mechanisms.
  • Develop RACI matrices and stakeholder engagement frameworks.
  • Define transparency, reporting structures, and national benchmarking models.
  • Establish KPI frameworks for service quality monitoring and compliance tracking.
3. Standards & Quality Framework Alignment
  • Ensure alignment with internationally recognized testing and quality frameworks, including:
  • ISTQB (mandatory)
  • TMMi (preferred)
  • Recommend compliance tiers, quality benchmarks, and performance indicators.
  • Define audit, assessment, and evaluation methodologies.
4. QA/QC Methodology Development
  • Develop standardized QA and QC methodologies for government digital services.
  • Design workflows covering assessment, evaluation, and certification issuance.
  • Develop structured assessment questionnaires for government entities.
  • Create documentation templates, compliance reports, and evaluation frameworks.
5. Advisory & Regulatory Support
  • Provide regulatory advisory on digital service compliance and policy integration.
  • Support national-level transformation programs with quality governance expertise.
  • Advise on alignment with international standards and national digital strategies.

Desired Candidate Profile

Required Qualifications

  • 10+ years of experience in consulting, digital transformation, QA governance, or regulatory advisory.
  • Proven experience in operating model design and governance framework development.
  • Strong knowledge of ISTQB standards (mandatory).
  • Experience developing QA/QC methodologies for digital services.
  • Experience working on large-scale government or public sector programs.
  • Experience in establishing certification bodies, testing labs, or national performance indicators.
  • Strong stakeholder management and executive presentation skills.

Preferred Qualifications

  • Certification in ISTQB, TMMi, or related testing and quality frameworks.
  • Experience within the Saudi government ecosystem or Vision 2030 initiatives.
  • Background in digital government service design and performance measurement.
  • Arabic and English proficiency is a strong advantage.
